A. 
It is unlawful for any person, firm or corporation within the unincorporated territory of the county to engage in or conduct the business of cleaning or pumping septic tanks or cesspools without first having received a license so to do from the county.
B. 
A license shall be issued to any person, firm or corporation engaged in said business upon payment of the following fee:
1. 
Twelve dollars per year or any fraction thereof for one piece of pumping equipment operated by the licensee in the county;
2. 
For each additional pump separately operated in the county, the licensee shall pay the sum of five dollars per year or any part or fraction thereof.

Licenses issued pursuant to this chapter shall be numbered serially and shall expire on December 31st of each year, regardless of the date of issue.

All licenses authorized under this chapter shall be issued by the tax collector of the county.

A. 
In addition to a license, every person, firm or corporation, engaged in the business of septic tank and cesspool maintenance, shall, prior to the cleaning or pumping of any septic tank or cesspool, obtain a permit from either the sanitary inspector or the county clerk. Prior to the issuance of a permit as provided, the person, firm or corporation desiring same shall make application therefor in writing, on a form provided by the county, and at the time of filing such application for a permit shall pay the sum of fifty cents for each permit requested.
B. 
For each separate job a separate permit shall be issued, and for each permit, the payment of a fee of fifty cents is required.
C. 
The application for a permit shall set forth, among other things, the following:
1. 
The name and address of the person, firm or corporation making the application for a permit;
2. 
The name of the person for whom the work is to be performed;
3. 
The location of the premises upon which the septic tank or cesspool is situated;
4. 
The place and manner where and how the sewage is to be disposed of;
5. 
The license number of the truck, automobile or other motorized equipment used by applicant.

All persons collecting fees pursuant to the provisions of this chapter shall, at least once each month, deliver any and all money collected by them under authority of this chapter to the county treasurer of Merced County.

Every licensee under the provisions of this chapter shall make a written report to the clerk of the county on forms, to be provided by said clerk, on every job of septic tank or cesspool cleaning or pumping, done by said licensee, said report to be made and filed with, or deposited in the mail properly addressed to the county clerk within twenty-four hours after completion of each separate job.

Any person, firm or corporation who violates any provision of this chapter shall be subject to the penalties set forth in Chapter 1.28.
