As used in this chapter, the following words and phrases shall have the meanings set forth in this section:
"Authorized emergency vehicle"
means all authorized emergency vehicles as defined in § 165 of the Vehicle Code of California.
"Public highway"
means any highway, road, street, way or place of whatever nature outside of incorporated municipalities open to the use of the public for purposes of vehicular traffic.
"Vehicle"
means a device in, upon or by which any person or property is or may be propelled, moved or drawn upon a public highway, including a bicycle or such other vehicle of propulsion moved by human power.

It is unlawful for any person or persons to gather, collect, assemble or congregate within one thousand feet of the scene of any fire, bombing, act of sabotage, accident, explosion, flood, riot, earthquake or any emergency when any authorized emergency vehicle is actively engaged there at, except persons actively engaged in assisting in the emergency situation.

The prohibitive provisions of this chapter shall not apply to the following:
A. 
All authorized emergency vehicles, as defined in § 10.02.010, and persons operating the same;
B. 
Any person or persons lawfully ordered or authorized by any public officer or fireman to do otherwise than required in § 10.02.020.
