Those certain documents, three certified copies of which one is on file in the office of the clerk, and two in the office of the deputy director - buildings, marked and designated as California Code of Regulations Title 24, Part 3, 2022 California Electrical Code, based on the 2020 National Electrical Code as published by the National Fire Protection Association (NFPA) and amended by the California Building Standards Commission is hereby adopted by reference and, except as herein otherwise provided, are applicable to and shall govern all construction within the unincorporated area of the county of Merced.

The following sections of the California Electrical Code are deleted, amended, or superseded by other provisions as is hereinafter indicated: None.

A. 
General. Permanent utilities shall not be connected to electrical equipment until all of the requirements of the deputy director - buildings have been met. Connection of any electrical utilities without inspection and approval by the building and safety division may result in an order by the deputy director - buildings for disconnection of the illegally connected utilities and disconnection of utilities to any other structure or building illegally supplying electrical utilities to other structures or buildings.
B. 
Construction Utilities. The deputy director - buildings may permit the temporary use of utilities for construction purposes where no hazard to life or property exists or may be created. The deputy director - buildings may place such restrictions upon temporary use as are necessary to secure compliance with all the provisions of this title.
C. 
Temporary Occupancy. The deputy director - buildings may approve the use of utilities for the temporary occupancy of a building or structure. If the improvements necessary are not completed within the time specified, the deputy director - buildings may order the utilities to be disconnected by the serving utility company.
D. 
No person shall connect any electrical or gas services to any building, structure or premises without first receiving approval from the deputy director - buildings for connection of services.
E. 
A single-family residence and attached garage may only be served by one electrical service. An additional electrical service may be allowed to serve only a pump or a permitted detached structure. The main circuit breaker amperage on the additional electric service panel may be limited to an amount sufficient to serve the pump, equipment and/or structure listed on the permit.

All electrical work to be accomplished shall be indicated on the application for the first electrical permit. For any additional work beyond that stated in the original application, supplementary documents and permits must be obtained. A permit to perform electrical work shall be issued upon completion of the application form, approval of the drawings and/or specifications, and upon payment of a fee in accordance with the following applicable schedules: For single-family dwellings, on new construction work, the fee for all electrical work within the structure and the electrical work for the installation of the domestic well pump, compressor, and all other electrical work connected thereto, including power pole, shall be as listed in Section 16.12.090 of this title.

A. 
One receptacle outlet shall be installed for each 500 square feet within the general area of a building except a warehouse or a parking structure.
B. 
All wiring materials for installation must be new; however, the deputy director - buildings may give permission for use of used material. Permission shall be obtained from the deputy director - buildings prior to its use.

A. 
Services shall be installed in accordance with this title and shall conform to the requirements of the serving agency.
B. 
Section 250-52(A)(5)(a) is not considered an acceptable grounding means.
C. 
Services supplying only pumps or other special equipment may have their main circuit breaker amperage limited to that amount necessary to run such pumps or equipment.
D. 
Services with a total amperage of 600 or more are required to have two separate grounding means that comply with Section 250-52 or certified testing of the grounding system to insure resistance of 25 ohms or less has been met.
