A. 
It is unlawful for any person to ride a skateboard, roller skate, in-line skate or any other similar nonmotorized device on public property, or on private property open to the public, where there has been posted in conspicuous places a sign (or signs) not less than 17 inches by 22 inches, with lettering not less than one-inch high, that states that skateboarding, or in-line skating, on the property is prohibited pursuant to this section.
B. 
In those areas designated by subsection A of this section and in those areas designated in Section 11.54.020 of this chapter, it is unlawful to ride a skateboard or to in-line skate on any sidewalk, street, mall, parking lot, parking garage, park or other public place.

The following areas are designated as prohibited areas for riding skateboards, in-line skating, roller skates, or using similar, self-propelled devices:
A. 
Publicly owned tennis courts;
B. 
Publicly owned walls, park and street furniture, steps, railings, public art installations, and fountains;
C. 
Any portion of construction projects, whether or not completed, located on public property.

Skateboards, in-line skates and similar nonmotorized devices propelled or ridden in the roadways are subject to Vehicle Code Section 21967, and must:
A. 
Stop at all stop signs and red signals;
B. 
Yield to all vehicles at yield signs;
C. 
Yield to pedestrians at marked and unmarked crosswalks;
D. 
Not impede traffic or interfere with the flow of vehicular traffic;
E. 
Yield to approaching vehicles when entering any roadway;
F. 
Not be towed by a motor vehicle at any speed nor by a bicycle at any unsafe speed;
G. 
Yield bicycle lanes to bicycles and not use bicycle lanes in any way contrary to the free and open use of those lanes by bicyclists;
H. 
Not suddenly leave a curb or other place of safety and travel into the path of a vehicle which is so close as to constitute an immediate hazard.

When skateboarding or in-line skating on sidewalks on which skateboarding or in-line skating is permitted, persons riding skateboards, in-line skating or propelling similar nonmotorized devices shall:
A. 
Yield to all other pedestrians;
B. 
Proceed with due care and at a safe speed when in the presence of pedestrians or on any sidewalk where there is the possibility of a pedestrian suddenly emerging into the sidewalk from a business or residence.

Violation of this chapter shall be punishable as an infraction as provided in Section 1.12.020 of this code.
