For purposes of this chapter, the following definitions shall apply:
"Disabled person's transportation"
shall be any motorized wheelchair or other motorized means for a disabled person to transport themselves, other than a motor vehicle as defined in the California Vehicle Code.
"Equestrian use"
shall mean any walking, riding, training, exercising, transporting, or other activities involving horses or other equines.
"Trail"
shall mean that area designated as a public pedestrian and bicycle travelway and associated property owned by the Los Angeles County Metropolitan Transportation Authority (LACMTA) and consisting of the railway corridor that bisects the City from Lakewood Boulevard, approximately 600 feet south of Somerset Boulevard to the City's eastern border, immediately south of Caruthers Park.

No person shall use the Trail or cause the use of the Trail for any equestrian use.

A. 
No person shall use a motorized vehicle, including any bicycle, scooter, and other means of transportation propelled by a motor or engine, on the Trail, except as provided in Subsection B of this section.
B. 
This section shall not apply to:
1. 
Any motorized vehicle being used for maintenance, law enforcement, or other emergency response purposes, by the City of Bellflower or any State or County agency in the course and scope of that agency's official duties; or
2. 
Disabled person's transportation, as long as it is operated on the portion of the Trail designated for pedestrian use and not for bicycle use.

Notwithstanding Section 12.40.020 of this Code, a person may have a dog on the Trail as long as the dog is restrained by means of a substantial chain or leash not exceeding six feet in length. Section 6.04.480 of this Code, regarding dog defecation and feces, shall apply to use of the Trail.

A. 
All applicable State of California Vehicle Code laws relating to the use of bicycles, including, but not limited to, the wearing of helmets, operating in a safe manner, and not riding a bicycle while intoxicated, shall be enforced.
B. 
A person may use a bicycle on the Trail, but only within the lane designated for such use.

No person shall operate any model airplane, model car, or any other model device which is powered by an engine, battery, or other propelling mechanism other than hand power on the Trail.

No person shall discharge or cause the discharge of any fireworks, including, but not limited to, "safe and sane" fireworks, on the Trail at any time.

No person shall operate or cause the operation of any barbecue or similar cooking device that utilizes an open flame on the Trail. No person shall light or use, or cause the lighting or use of any campfire or similar fire on the Trail.

No person shall use the Trail in any manner to disturb, by loud and unreasonable noise: (1) the peaceful use of the Trail by others; or (2) the peaceful use of abutting or adjacent residential, commercial, or industrial property by any resident or business operator or customer.

No person shall impede or interfere with any other person's valid and legal use of the Trail.

No person shall skateboard on the area designated as the fountain entrance to the Trail. The fountain entrance shall include that portion of the Trail located at the southwest corner of Flower Street and Woodruff Avenue, in the City of Bellflower, which includes the fountain, the City of Bellflower signage, and the paved areas immediately adjacent to and in support of these decorative features.
