A city planning commission in and for the city is established
with membership, powers and duties as provided by the
Government Code
of the state.

The planning commission shall consist of five members. Each
councilmember shall appoint one planning commissioner who shall be
at least eighteen years of age and a resident of the city. Said appointment
shall not be effective until approved by majority vote of the city
council.

The terms of office for each of the five commissioners appointed
by a councilmember shall coincide with the term of office of the councilmember
who made the appointment; provided, however, each commissioner shall
continue to serve until his or her successor is appointed; and provided
further, that any commissioner may be removed at any time by majority
vote of the entire council.
