The police chief or his or her representative, or the fire chief or his or her representative, the building official or his or her representative, code enforcement officers and community services officer's who have received a course of training pursuant to Section 832 of the Penal Code of the state, shall be authorized to enforce the provisions of this chapter in accordance with Section 836.5 of the Penal Code of the state and shall be permitted to enter and inspect at any reasonable time, without charge or other restraint and in accordance with procedures required by law, any premises to which any permit granted under this chapter may pertain for the purpose of ascertaining whether or not any of the provisions of this chapter is applicable thereto are being violated.

A. 
Every business willfully violating any of the provisions of this chapter is guilty of a misdemeanor for each day such violation continues, and upon conviction thereof, shall be punished as provided in Chapter 1.12 of this code, imposing penalties for misdemeanor violations of city ordinances.
B. 
Every day that any such violation continues constitutes a separate offense.
