The city attorney's responsibilities shall include approving
as to form all subdivision improvement agreements and security and
all governing documents for a common interest development.

The city council shall have final jurisdiction in the approval,
conditional approval or denial of final maps and in the approval of
improvement agreements for subdivisions of five or more parcels. The
city council shall also have final jurisdiction in the approval, conditional
approval or denial of reversions to acreage.
The city council shall act as the appeal board for hearing appeals
of the approval, conditional approval or denial of tentative maps
and vesting tentative maps.

The city engineer's responsibilities shall include:
A. Establishing
design and construction details, standards and specifications;
B. Determining
if proposed subdivision improvements comply with the provisions of
the Subdivision Map Act and this chapter;
C. The
processing and certification of final maps, parcel maps, reversion
to acreage maps, amended maps and the processing and approval of subdivision
improvement plans;
D. Examining
and certifying that final maps and parcel maps are in substantial
compliance with the approved tentative map;
E. The
approval of proposed street names;
F. The
approval as to form of subdivision improvement agreements;
G. The
inspection, approval and acceptance of subdivision improvements;
H. Approve,
conditionally approve or deny parcel maps; and
I. Accept
or reject dedications and offers of dedications made by statement
on parcel maps.

In the event that the city engineer is not authorized by Section
8731 of the Business and Professions code of the state to practice
land surveying, the city surveyor shall review each final map and
parcel map for technical correctness and attest by statement on the
map that he or she has completed said review.

The community development department shall be responsible for
the processing of all maps and for the collection of all required
deposits and fees.

The planning commission shall be responsible for approving,
conditionally approving, or denying the application for tentative
maps and tentative vesting maps and reporting its action to the city
council.
