This chapter establishes procedure to ensure that new development
supports the goals and objectives of the General Plan and other adopted
plans and guidelines. The specific purposes of the Design Review process
are to:
A. Promote
excellence in site planning and design and the harmonious appearance
of buildings and sites;
B. Ensure
that new and modified uses and development will be compatible with
the existing and potential development of the surrounding area; and
C. Supplement
other City regulations and standards to ensure control of aspects
of design that are not otherwise addressed.

Design Review is required in specific areas of the City covered
by design guidelines adopted by the City Council and is required for
all new construction and other activities as identified in the applicable
design guidelines.

The sole criteria for evaluation under the Design Review process
shall be compliance with the adopted design guidelines of the area
in which the proposed project is located. All projects shall be consistent
with applicable design guidelines. An application may be denied if
the information provided by the applicant is insufficient to determine
compliance with the guidelines.
