"Bicycle"
means any device upon which a person may ride, which is propelled by human power through a system of belts, chains, or gears having either two or three wheels (one of which is at least 20 inches in diameter) or having a frame size of at least 14 inches, or having four or more wheels.
"Nonmotorized vehicle"
means any wheeled device upon which a person may ride and be propelled by human power. The definition includes skateboards, roller skates, roller blades, coasters, scooters and other wheeled devices. Shoes containing wheels, wheelchairs, and bicycles, unless specifically addressed, are exempt from the non-motorized vehicle provisions of this chapter.

Any violation of this chapter is an infraction. Fines may increase for repeat violations within a 12 month period.
(a) 
A fine shall not exceed $50 for a first violation.
(b) 
A fine shall not exceed $100 for a second violation.
(c) 
A fine shall not exceed $200 for each additional violation.

(a) 
No person shall operate a bicycle upon any sidewalk in the city.
(b) 
No person shall ride a bicycle on public or private property where signs prohibiting such activity are posted.

(a) 
No person shall ride a nonmotorized vehicle on any sidewalk, public roadway or municipal parking lot within the central traffic district as defined in Escondido Municipal Code Section 28-1, unless specifically authorized in subsection (b).
(b) 
A person may ride a nonmotorized vehicle on Hickory Street and Valley Boulevard, located on the east side of the central traffic district as defined in Escondido Municipal Code Section 28-1.
(c) 
No person shall ride a nonmotorized vehicle on public or private property where signs prohibiting such activity are posted.

Any person upon a bicycle, skateboard, roller skates, roller blades, coaster, scooter or other nonmotorized vehicle shall exercise due caution, shall yield the right-of-way, and shall not interfere with pedestrians on any sidewalk, public right-of-way, or pathway not open to vehicle traffic.
