(a) 
San Diego County Code of Regulatory Ordinances, Title 6 (Health and Sanitation), Division 1 (Food), Chapter 1 (Regulation Of Retail Food Facilities And Food Handlers) and Division 5 (Permit Fees and Procedures for Businesses and Health Regulated Activities), attached to the ordinance codified in this section as Exhibits "A" and "B," are hereby adopted by reference.
(b) 
All persons and businesses required to obtain a health-related permit or related service from the County of San Diego, department of environmental health (DEH) pursuant to this code shall pay the County the fee for that permit or service, including delinquent payment fees.
(c) 
Adoption of the San Diego County Codes in this chapter shall not grant any right or privilege otherwise prohibited in the Escondido Municipal Code or the Escondido Zoning Code.

The provisions of the County Code of Regulatory Ordinances concerning permitting and regulation of wholesale food warehouses, codified at sections 61.212 through 61.256 of the County Code, are incorporated into the Escondido Municipal Code by reference.
