Every person engaged in or carrying on the business of a secondhand dealer, junk dealer or auto wrecker shall keep a written record of all sales and purchases made in the course of his business.

The chief of police shall cause to be prepared from time to time such numbers of purchase record forms as may be necessary in order to enable licensees to execute and file the same as required by this chapter.
