Except as otherwise provided by any specific section of this
chapter, it shall be an infraction for any person to violate or fail
to comply with any provision of this chapter.

Officers of the police department and such officers as are assigned
by the chief of police are hereby authorized to direct all traffic
by voice, hand, audible or other signal in conformance with traffic
laws, except that in the event of a fire or other emergency or to
expedite traffic or to safeguard pedestrians, officers of the police
department or members of the fire department may direct traffic as
conditions may require, notwithstanding the provisions to the contrary
contained in this chapter or the vehicle code. Whenever additional
police supervision is requested by an individual or group sponsoring
an event, the police department shall be authorized to collect a fee
for such services at an hourly rate per officer, which rate shall
be set by resolution of the city council and revised from time to
time to reflect changes in cost. The hourly rate charged for reserve
officers shall be one-half that charged for regular officers of the
police department.

No minor shall direct or attempt to direct traffic unless authorized
to do so by order of the chief of police.

Persons authorized to control traffic at school crossings shall,
when on duty, wear some insignia indicating such authority.

No person other than an officer of the police department or
member of the fire department or a person deputized by the chief of
police or person authorized by law shall direct or attempt to direct
traffic by voice, hand or other signal, except, that persons may operate,
when and as herein provided, any mechanical pushbutton signal erected
by order of the city traffic engineer.
