The office of clerk of the water department of the city is hereby
created.

The director of finance is hereby expressly authorized to accept
and hold the office of clerk of the water department if appointed
clerk by the council.

The clerk of the water department shall perform such duties
as from time to time may be required of him by the council.

The clerk of the water department shall receive all moneys for
water charges and other fees payable to the water department, and
shall issue duplicate receipts for all moneys received by him for
the city. One of the duplicate receipts shall be given to the person
making the payment, and the other shall be retained in the office
of the clerk of the water department until filed by him with the city
clerk as hereinafter provided.

The clerk of the water department shall file, with other city
files and records in his possession, all duplicate receipts required
by section 31-63 to be issued for a period of at least five years.
After a five-year period has passed, and after approval of the council
has been obtained, such duplicate receipts may be destroyed.

The clerk of the water department shall maintain a full and
accurate record at all times of all receipts and disbursements made
by and on behalf of the water department of the city.

At the end of each calendar month, the clerk of the water department
shall pay over to the city treasurer all moneys received by him for
the city.
