The headquarters of the said Fire Department shall be located
at such place or places as shall from time to time be designated by
the Mayor and Township Council jointly with the Fire Director of the
Fire Department.
No person shall be eligible for the Office of Assistant Chief,
Deputy Chief, Captain, Lieutenant, who does not reside in the Township.
He/she must also have served as an active firefighter in the East
Hanover Volunteer Fire Department for at least three years. He/she
shall possess all applicable local, state, and federal certifications.
He/she must maintain a yearly percentage of 50% of meetings, drills,
cleanups, and alarms; nothing shall preclude the Fire Director from
appointing a qualified member.
The paid Fire Director, paid Fire Chief, and paid Assistant
Chief shall receive such compensation for his/her services as established
and prescribed by the salary ordinance.
Persons seeking to join the East Hanover Volunteer Fire Department
shall make application to the East Hanover Auxiliary Fire Company.
The applicant shall become a member in good standing of said Auxiliary
Fire Company for one year. After one year as a member in good standing
of the Auxiliary Fire Company, he/she may apply for membership into
the East Hanover Volunteer Fire Department upon approval of his/her
application by the Fire Director with recommendations from the Fire
Chief and Assistant Chief and confirmation by the Mayor. Thereafter,
the applicant's name shall be entered upon the roll of firefighters
kept by the Township Clerk. Said member shall be afforded all rights
and privileges accorded an East Hanover Volunteer Firefighter.
Upon acceptance and enrollment of a member of the Fire Department,
he/she shall be given a badge of membership in his/her unit by the
Fire Director and Mayor, which he/she shall wear when on duty. Such
badge shall be surrendered up to the Fire Director upon demand of
the Fire Director or whenever the holder of the badge shall be under
charges for moral turpitude or neglect of duty or for any cause shall
cease to be an active firefighter.
At fires, alarms of fires, and other emergency incidents, the
Fire Chief shall have the sole and entire command over all members
of the East Hanover Volunteer Fire Department and apparatus and appurtenances
belonging to the same and shall direct what measures he/she may deem
proper for the extinguishment of fires. In the absence of the Fire
Chief at a fire or alarm of fire, the Assistant Chief or senior Deputy
Chief shall be in charge, and in his/her absence, the officer next
in rank shall be in charge.
The members of the East Hanover Volunteer Fire Department shall,
upon an alarm of fire from any section of the Township, proceed promptly
to fire headquarters and or fire station two to perform any duty that
may be required of them. They shall remain on duty until relieved
by orders which shall be given only by the officer in command.
Every firefighter of the Fire Department shall, in each year,
perform at least 50% of duty, said 50% being composed of answering
fire alarms, actual attendance and duty at fires and a maximum of
24 drills per year.
Fire apparatus shall not be taken out of the Township unless:
A. Permission is given by the Township Mayor and or the Fire Director;
or
B. A neighboring community shall call for assistance in extinguishing
a fire, in which case permission shall, at such time, be given by
the Fire Director and or Fire Chief of the Department or his/her assistant
in charge.
A member of the Volunteer Fire Department shall be entitled
to receive an exempt fireman's certificate when, from the records
of the Fire Department filed with the Township Clerk, it appears that
said member possesses the qualifications provided by law to receive
an exempt fireman's certificate and has performed 60% of fire
duty in the Department, all as more particularly provided for by N.J.S.A.
40A:14-56.
