Prior to filing of a tentative map, a subdivider shall submit to the City Planning Commission information concerning a proposed or contemplated development. The Community Development Director shall then have a conference with the subdivider on such plans and other data, and make such recommendations to the subdivider as shall seem proper regarding such plans or other data and shall refer the subdivider to other public and private agencies, as may be disclosed by the plans to be interested, for further consultations.

The Community Development Director shall indicate to the subdivider the advisability of reserving suitable areas for park, playground, school, and other public and semipublic uses that will be required in the subdivision. In all cases, the Community Development Director shall suggest to the subdivider such measures as will make for excellence of residential, commercial, industrial, or other development. The Community Development Director shall furnish a written copy of his or her recommendations to the subdivider and to all public and private agencies, as may be disclosed by the plans to be interested.

The subdivider shall submit at the subdivision conference, or subsequent thereto, a preliminary plan of the proposed subdivision in rough sketch form, together with general information of existing conditions of the site and the proposed development, including the following information:
A. 
Intended land use (residential, commercial, industrial, or other purposes);
B. 
Location map with reference to community which shall show the relationship of the proposed subdivision to existing community facilities and other developments which serve or influence it;
C. 
Sketch plan, which may be a freehand pencil sketch made directly or a print of a topographic survey and which shall delineate in simple form the proposed layout of streets, lots, and other features in relation to existing conditions;
D. 
Map details, showing the development name, if any, and location, main traffic arteries, shopping centers, schools, playgrounds, other community features such as airports, hospitals, and churches, unusual features of terrain such as rock outcrops, tree masses and watercourses on and adjacent to the proposed subdivision; scale, north arrow, date, perimeter boundary line of proposed subdivision, existing and proposed public utilities, sanitary sewer facilities and railroad, if any;
E. 
Photographs, such as site photographs to supplement the sketch plan.
