Any decision of the Director may be appealed in accordance with the provisions of Section 18.52.086 of the zoning title. Any decision of the Planning Commission may be appealed to the City Council in accordance with the provisions of Section 18.52.088 of the zoning title.

The City Council shall make a decision upon the appeal in accordance with the provisions of Section 18.52.088 of the zoning title, except that the decision shall be made within ten days following the conclusion of the appeal hearing.

The decision of the City Council upon the appeal shall be expressed by a resolution in writing and the Council shall forthwith transmit a copy thereof to the subdivider, the appellant, and the City Planning Commission or Community Development Director. The decision on appeal shall be based on the findings in Section 17.20.110. If the decision be adverse to that of the City Planning Commission or Community Development Director on any action concerning the administration or enforcement of the provisions of this title, the resolution by the City Council shall specify the reasons therefor. The Council shall accompany its decision with a finding of fact.
