There is adopted as the seal of the city the following: a seal
consisting of a circular disc one and seven-eighths (1 7/8) inches
in diameter with a design cut thereon showing a border consisting
of two concentric circles and within the inner circle there shall
be a four pointed star which divides the inner portion into four parts
or quadrants; within the upper left-hand quadrant there shall be a
pictorial representation of the city hall; within the upper right-hand
quadrant there shall be a California bear and a five pointed star;
within the lower left-hand quadrant there shall be a pictorial representation
of a water pump spilling water and a fist grasping three bolts of
lightning; inside the lower right-hand quadrant there shall be depicted
the historic Casa Adobe against a background of shrubs, trees, and
the Verdugo Mountains; further, in the very center of such design,
superimposed over the center of the four pointed star, there shall
be a spread eagle perched on a shield, the shield to show a peacock;
further, within the two concentric circles which form the border of
the seal there shall appear at the top the words "City of Glendale"
and at the bottom "California." The official colors of such seal may
be determined by resolution of the council which may incorporate therein
a diagram of the emblem following and illustrating the description
set forth in this section.
