A.
Each committee member shall be a qualified elector of the city of Glendale at the time of appointment and during incumbency and have an interest or knowledge of the community.
B.
No person shall serve on the committee if he or she has any decision-making authority in a community organization that applies for or receives funds through the community development block grant. Any participation by a committee member as a decision-maker in such community organization must have ceased at least 30 days prior to the time of appointment and may not occur during incumbency. Alternatively, any community organization with a decision-maker that is also a member of the committee shall not be entitled to receive funds through the community development block grant as long as the member continues to serve in both capacities. (Ord. 5519 § 6, 2006)
Terms of office for members of the committee shall be as set forth in Section 2.36.010; provided, however, any committee member appointed at the beginning of a nominating councilmember's term shall not take effect until July 1st of that year unless specifically directed otherwise by a majority vote of the council.
(Ord. 5519 § 7, 2006; Ord. 5669 § 27, 2009)
Vacancies for any unexpired term of membership on the committee shall be filled by nomination by the council member assigned to the committee seat number that is vacant and appointment by three affirmative votes of the council as provided in Section 2.78.030 of this chapter.
(Ord. 5519 § 8, 2006)
Any member of the committee may be removed by a majority of the council when, in the discretion of the council, the best interests of the city will be served.
(Ord. 5519 § 9, 2006)
At its first meeting, the committee shall select one of its members as chairperson and one as vice-chairperson who shall each serve a one year term. Every year thereafter, the committee shall elect a chairperson and vice-chairperson. In case of the absence of the chairperson and vice-chairperson, the members present at any meeting will select one of their number to act as chairperson pro tempore.
(Ord. 5519 § 10, 2006)
A.
The commission shall meet bimonthly at such time and place as the committee may fix by resolution.

C.
All meetings of the commission shall be open to the public and held in compliance with the provisions of the Ralph M. Brown Act. The committee shall keep a record of minutes of all its proceedings and actions which shall be available for public inspection.
(Ord. 5519 § 11, 2006)
Three members of the committee shall constitute a quorum for the purpose of conducting business, but a lesser number may adjourn from time to time.
(Ord. 5519 § 12, 2006)
The director of community services and parks, or his or her designate, shall cause a record to be kept of all proceedings of the committee.
(Ord. 5519 § 13, 2006; Ord. 5682 § 8, 2009)

(Ord. 5519 § 14, 2006)
Unless the committee adopts special rules to govern its proceedings, Robert's Rules of Order will be the rules which govern the proceedings of the committee. Any special rules shall prevail over any conflicting provisions in Robert's Rules of Order. All special rules will be maintained in the office of the city clerk and a copy thereof shall be furnished to any person upon request.
(Ord. 5519 § 15, 2006)
A.
