A community development block grant advisory committee is established
in and for the city of Glendale (referred to hereinafter in this chapter
as the "committee").

The committee shall consist of five members.

Committee members shall be appointed by a minimum of three affirmative
votes of the council.

Members of the committee shall serve without compensation.

Terms of office for members of the committee shall be as set forth in Section
2.36.010; provided, however, any committee member appointed at the beginning of a nominating councilmember's term shall not take effect until July 1st of that year unless specifically directed otherwise by a majority vote of the council.

Vacancies for any unexpired term of membership on the committee shall be filled by nomination by the council member assigned to the committee seat number that is vacant and appointment by three affirmative votes of the council as provided in Section
2.78.030 of this chapter.

Any member of the committee may be removed by a majority of
the council when, in the discretion of the council, the best interests
of the city will be served.

At its first meeting, the committee shall select one of its
members as chairperson and one as vice-chairperson who shall each
serve a one year term. Every year thereafter, the committee shall
elect a chairperson and vice-chairperson. In case of the absence of
the chairperson and vice-chairperson, the members present at any meeting
will select one of their number to act as chairperson pro tempore.

Three members of the committee shall constitute a quorum for
the purpose of conducting business, but a lesser number may adjourn
from time to time.

The director of community services and parks, or his or her
designate, shall cause a record to be kept of all proceedings of the
committee.

The committee will have the responsibility to oversee the community
needs assessment, review subrecipient performance updates, evaluate
funding proposals, interview community agencies, recommend program
priorities including city capital improvement projects, recommend
proposals and projects for funding, and develop and recommend the
CDBG Annual Action Plan to the city council and housing authority.

Unless the committee adopts special rules to govern its proceedings,
Robert's Rules of Order will be the rules which govern the proceedings
of the committee. Any special rules shall prevail over any conflicting
provisions in Robert's Rules of Order. All special rules will be maintained
in the office of the city clerk and a copy thereof shall be furnished
to any person upon request.

A. The
director of community services and parks or his or her designate shall
be the staff advisor to the committee. The director shall provide
advice and assistance as requested by the committee.
B. All
other officers, departments and department heads of the city shall
cooperate and render all reasonable and necessary assistance to the
community development block grant advisory committee.

Neither the committee nor any individual member thereof shall
incur any financial liability in the name of the city as the result
of any act or omission in connection with the performance of their
duties as a member of the committee.
