It is unlawful for any person to distribute to, or among, pedestrians
along or upon any public street, alley, park or other public place
any commercial advertisements, handbills, dodgers, circulars or other
commercial advertising matter of any kind; provided, however, that
it shall be lawful to distribute or cause to be distributed to persons
willing to receive them any handbills, dodgers or circulars which
contain information of a religious, political, sociological or economic
nature and which do not contain commercial advertisements.

A. It
is unlawful for any person to place, drop or throw, or cause to be
placed, dropped or thrown, any handbills, dodgers, circulars, paper,
magazines, newspapers or commercial advertising matter of any kind
whatsoever in any of the following places:
1. Upon
any public street, alley, park or any other public place;
2. On
or in any automobile, or other vehicle, parked in any public street,
alley, park or any other public place;
3. On
any private property, provided the owner or person in possession thereof
have expressed to the disseminator an objection thereto.
B. Nothing
contained in this section shall be deemed to prohibit any of the following:
1. The
distribution of any advertising matter by mail;
2. Distribution
of any newspaper or magazine to any person or on the premises of any
person who is a subscriber of any such newspaper or magazine;
3. The
distribution of any product sample on any private property provided
that said samples are not placed in United States mailboxes and that
said samples are not permitted to litter any private property.
