It is unlawful for any person to distribute to, or among, pedestrians along or upon any public street, alley, park or other public place any commercial advertisements, handbills, dodgers, circulars or other commercial advertising matter of any kind; provided, however, that it shall be lawful to distribute or cause to be distributed to persons willing to receive them any handbills, dodgers or circulars which contain information of a religious, political, sociological or economic nature and which do not contain commercial advertisements.
