Chapter 26 Fire Department

Appropriations. The Fire Chief shall, on or before February 15 of each year, submit a financial report that conforms to generally accepted accounting practices which details funds expended in the prior year to the Township Administrator. The purpose of this report is to ensure that public resources are being expended in an efficient and appropriate manner with proper budgetary controls. All requests for appropriation are to be received by the Township Administrator no later than November 15 of that year in order to allow sufficient time for the preparation of the budget.

Maintenance of efficiency. The Fire Department shall conduct a proper schedule of training as directed by the Fire Chief to ensure that its members maintain the highest degree of firefighting and medical response efficiency and proficiency.

§ 26-5 Powers and duties of Fire Chiefs.

Conduct according to state law. The West Deptford Fire Department shall be responsible to conduct its activities in accordance with the requirements of state law.

§ 26-4 Department officers.

The Fire Department officers shall consist of one Fire Chief and one Deputy Chief.

The Fire Chief will be selected by the Township Committee in consultation with the Township Administrator. To be eligible for the Fire Chief position, a person shall have a minimum of seven years of active firefighting service with the West Deptford Fire Department or a volunteer fire company designated in § 26-8 prior to their appointment and meet the State of New Jersey statutory requirements for Fire Officers as specified in N.J.A.C. 5:73-1.6.

The Deputy Chief will be selected by the Township Committee in consultation with the Township Administrator and Fire Chief. The Fire Chief and Township Administrator shall be responsible for interviewing potential candidates for the Deputy Chief position and to ensure they meet the State of New Jersey statutory requirements for Fire Officers as specified in N.J.A.C. 5:73-1.6 before presenting qualified applicants to the Township Committee for consideration. To be eligible for the Deputy Chief position, a person shall have a minimum of six years of active service, which is not limited to the West Deptford Fire Department.

The salary of the Fire Chief and Deputy Chief shall be determined by the Township Committee and shall be listed under the appropriate caption in the Salary Ordinance each year.

There shall be a Department Safety and Training Officer appointed on a yearly basis by the Fire Chief. To be eligible for the Department Safety and Training Officer position, a person shall have all necessary certifications.

There shall be as line officers seven Lieutenants. These line officers will be selected by the Fire Chief. To be eligible for the position of Lieutenant, a person shall have a minimum of three years of active service, which is not limited to the West Deptford Fire Department. Any person considered for appointment shall have and maintained the State of New Jersey statutory requirements for Fire Officers as specified in N.J.A.C. 5:73-1.6.

In addition to all other requirements set forth in Chapter 26 of the Code of the Township of West Deptford regarding qualifications for officers within the Fire Department, the Fire Chief should be a resident of the Township of West Deptford or live within three miles of the Township limits at the time of their election or appointment and at all times throughout the term of their office.

The powers and duties of the Chief shall be as follows:

The Fire Chief shall be the department head of the Fire Department and shall be responsible for oversight of the administrative operations and day-to-day management of the Department.

The Fire Chief will assist in policy development and implementation of such policies for the Fire Department and staffed personnel. The Fire Chief shall review the Fire Department Rules and Regulations on an annual basis and propose any amendments to the Township Administrator as needed in the future. The Fire Chief or designee will review the Township training schedules to assure compliance with the state mandatory training requirements.

The Township Administrator or designee shall maintain personnel records for all members of the Fire Department. The Fire Chief shall keep and maintain a verified eligibility list of all firefighters, to be verified by the Township Administrator upon request.

The Fire Chief shall be responsible for the coordination and oversight of the fire fighters, the assignment of fire fighters to fire stations, and the creation of on-call schedules.

The Fire Chief, in consultation with the Chief Financial Officer of the Township, shall prepare and oversee the budgets of the Fire Department, oversee and authorize expenditures made pursuant to the budget and establish and maintain a recordkeeping system for the budget process. The Fire Chief shall, upon request, report on the status of the budget no less than quarterly to the Township Administrator to assist in the recordkeeping.

Control at fires. The Chief shall have full and complete control of all fires within the Township of West Deptford and shall be accountable for his or her actions to the Township Administrator and shall make written and verbal reports as the Township Administrator shall require. All other Departmental officers shall be accountable to the Chief, except when such officers are acting as Chief in his or her absence.

The Chief, in consultation with and under the directions of the Township Administrator, shall have supervisory and disciplinary authority over all firefighters in accordance with Township and Department policies.

Rules and regulations. All Fire Department personnel shall be subject to the terms of the Township's Personnel Handbook and other applicable rules and regulations. The Chief, in accordance with the policies of the Township, shall formulate any additional rules and regulations necessary to govern the firefighters, subject to approval of the Township Committee, and shall be responsible to the Township Administrator for the personnel, morale and general efficiency of the Fire Department.

Conducting drills, training, and certifications.

The Chief, or officers designated by him or her shall, at least twice a month, conduct suitable drills or training regarding the operation and handling of equipment, rescue work, salvage work, a continued study of buildings in the central business district, fire prevention, water supply, and all other matters generally considered essential to good firemanship and safety of life and protecting property from fire.

Additionally, the Chief, or designated officers, shall utilize all systems adopted by the Division of Fire Safety per N.J.A.C. 5:73, as may be required by law or regulation, and provided that all required certifications as may be required by law are obtained by the appropriate officers or members of fire department.

The Fire Chief, or designated officer shall certify to the Township Administrator that all Fire Department personnel are in compliance with the safety training standards established by this section and/or federal or state regulations in accordance with the schedule listed below:

Investigating suspicious fires. The Chief or their designee is hereby required to assist the Fire Official of the designated Local Enforcing Agency or other proper authorities in suppressing the crime of arson, assisting in the investigation, cause, origin and circumstances of all fires of questionable origin that occur within the Township.

Recordkeeping. The Chief, in conjunction and cooperation with the Chief's designee, will supply to the Township Administrator or their designee, complete records of all fires, apparatus and minor equipment, training records, and other information concerning the work of the Fire Department. The Chief will report any and all vehicle accidents, equipment damage or personal injury accidents that occur per the terms of the Township Policies and Procedures Manual and Personnel Handbook and shall provide notice to the Township Administrator.

Quarterly reports to the Township Administrator. The Chief, in conjunction and cooperation with the Chief's designee, and in coordination with the Township Administrator, shall report quarterly to the Township Administrator or their designee, the following: the condition of the apparatus and equipment, the number of fires during the quarter, their location and cause, the date of same and loss occasioned by such fires, the number and purpose of all other runs made, the number of members responding to each fire or other run, and any changes in membership.

Annual report. The Chief shall make a complete annual report to the Township Administrator and Township Committee; such report shall include information as specified in the proceeding subsection, together with comparative data for previous years and recommendations for improving the effectiveness of their fire station and the Fire Department.

§ 26-6 Members of fire department.

All members, whether paid or volunteer, shall be under the jurisdiction of the Fire Chief or acting head of the Department and may be assigned by the Chief according to the Department's needs in any given situation, and shall be accountable to the Chief, as well as the Township Administrator, for their behavior and actions.

Every person appointed as a member of the Fire Department of the Township shall, before entering upon the duties of their office and within 10 days of such appointment, take and subscribe before the Mayor, Township Clerk, Township Administrator, or other officer authorized to administer same an oath or affirmation, in the form prescribed by law, to faithfully, fairly and impartially execute the duties of the office according to their knowledge, skill and ability.

The salaries of paid members of the Fire Department shall be determined by Township Committee and shall be listed under the appropriate caption in the Salary Ordinance each year.

Volunteer firefighters may be eligible for annual stipends in accordance with criteria to be established by the Fire Chief in coordination with the Township Administrator, and with the approval of the Township Committee.

Volunteer firefighters shall be governed by all rules and regulation promulgated pursuant to this Chapter 26.

§ 26-7 Legacy fire companies.

The Township of West Deptford hereby designates the following volunteer fire companies as legacy fire fighting forces as recognition of their service to the community:

Colonial Manor Fire Association;

Green-Fields Volunteer Fire Company;

Thorofare Volunteer Fire Company; and

§ 26-8 Training; additional responsibilities.

Verga Fire Company.

Members of these volunteer fire companies may also serve as volunteer members of the Fire Department, subject to the terms of § 26-6 of this Chapter 26.

Nothing in this Chapter 26 shall be interpreted to limit the authority of the volunteer fire companies to select their own administrative officers, pursuant to the terms of their respective bylaws, or to undertake any benevolent, social, or related activities, or to undertake any fund-raising activities in support of the same.

Except as assigned by the Fire Chief, such volunteer officers shall have no operational role at fires, with respect to Fire Department equipment, or with respect to those responsibilities assigned to the Fire Chief or Department Officers in this Chapter 26. All operating fire ground personnel must be members of the West Deptford Fire Department.

In the event that any designated volunteer fire company is dissolved, its designation hereunder shall automatically be void.

Firefighter/line officer minimum training standard.

Firefighters.

All firefighters must be 18 years of age or older.

All firefighters must have obtained a Firefighter I certification from a training program recognized by the New Jersey Division of Fire Safety (N.J.A.C. 5:73-4.2).

All non-Firefighter I certified personnel involved in any Fire Department activity that has the potential to be hazardous must receive the appropriate safety training before engaging in that activity.

Line officers.

All line officers must possess at least an Incident Management System Level I & II Fire Officer I, and Auto Extrication I & II Certifications from a training program recognized by the New Jersey Division of Fire Safety (N.J.A.C. 5:73-6.1).

Line officers are the following positions: Chief, Deputy Chief, Lieutenant, and any other fire company personnel acting as a line officer, including Safety Officer.

Safety Officer.

In addition to the requirements for line officers, the Safety Officer must also possess Fire Instructor I.

Respiratory protection.

Every firefighter shall annually undergo a fit test to be provided by a qualified vendor to be selected by the Township. This test will comply with 29 CFR 1910.034 (PEOSHA regulations).

As required by the above-referenced federal regulation and/or any subsequent requirements promulgated by the Township, every firefighter shall annually undergo retraining to guarantee proficiency in the use of respiratory protection gear.

Bloodborne pathogens. All firefighters shall annually complete training in protection against bloodborne pathogens. This training shall be conducted by certified instructors and shall comply with the applicable Occupational Health and Safety Administration standard in effect.

Community right-to-know. As provided for by federal regulation, all firefighters shall complete required training in conformance with the Community Right-to-Know Act. This training shall be completed on a biannual basis, unless otherwise provided for by federal or state regulation.

Hazardous materials training. All firefighters shall annually complete training for hazardous materials responders as provided for in 29 CFR 1910.120.

Personal accountability system.

All firefighters will be trained in the effective utilization of personal accountability system devices and procedures.

Both the devices utilized and the training will comply with all applicable New Jersey regulations.

Contact training. The Fire Department shall conduct contact training for all firefighter personnel in order to familiarize personnel with basic scenarios.

Live fire training. All firefighters must attend at least two live fire trainings per year at a certified training academy with the West Deptford Fire Department.

Compliance.

Should Fire Department personnel fail to possess the requisite certification and/or training, that individual(s) shall be made inactive on the Fire Department's roster and not permitted to engage in any firefighting and/or rescue activities or any other potentially hazardous activity. Such personnel may be reactivated on the roster once they have obtained the necessary certification and/or training.

The Chief shall be responsible for maintaining the necessary level of training for each member listed on the roster. The Chief shall be responsible for the accuracy and timeliness of all reports submitted to the Township Administrator.

§ 26-9 Designation of color of fire apparatus.

Should the Chief fail to ensure compliance with safety training standards established by this chapter or federal and/or state regulation, the Township Committee or Township Administrator may take appropriate disciplinary action.

All fire apparatus purchased by the Township of West Deptford for the Township of West Deptford Fire Department shall be in the uniform colors of Green #DUHS925673 and White #2185.

§ 26-10 West deptford fire department junior firefighter program.

The Township of West Deptford hereby establishes the West Deptford Fire Department Junior Firefighters Program, which is to be known as the Junior Firefighters Auxiliary (the "Junior Auxiliary"). The Junior Auxiliary is to serve as a training program for young people, aged 14 through 17, who are interested in serving their community and preparing to become active firefighters upon reaching the age of 18. At age 18, Junior Firefighters are eligible to attend the Firefighter Course to become a full member of the West Deptford Fire Department upon successful completion. The ultimate goal of the Junior Firefighter Program is to provide future members for the West Deptford Fire Department, whether paid or volunteer.

Due to the inherent dangers of firefighting, strict rules of conduct and tight procedural standards are to be established by the Fire Chief in consultation with the Township Administrator. The Fire Chief will assist in policy development and implementation of such policies and Standard Operating Guidelines necessary to ensure the safety of all members of the Junior Firefighters Program and that the Program operates consistent with its mission. All policies and Standard Operating Guidelines are to be reviewed by the Township Administrator and approved by the Township Committee.

Mission.

Establish training standards to ensure that all members are thoroughly familiar with established fire operations that are used by the West Deptford Fire Department.

Provide information and trips to facilities so that members can see firsthand about various fire service careers.

Participate in District and Council Explorer activities.

Assist the West Deptford Fire Department in fire prevention, fire inspection, and public assistance programs.

To be available when activated for individual fire alarms to respond to the West Deptford Fire Department for assignments, to individual apparatus as designated by the policies and Standard Operating Guidelines of the West Deptford Fire Department.

To provide a program that incorporates the five experience areas of a well-rounded Junior Firefighters Program: career; fitness; citizenship; social and outdoors.

Organization.

There shall be one advisor who shall be appointed by the Fire Chief. Other members of the West Deptford Fire Department who are interested in assisting may be appointed as associate advisors by the Chief.

All advisors and associate advisors must be 21 years of age and a member in good standing with the West Deptford Fire Department.

Juniors who participate in the program are required to maintain a minimum of a "C" or 2.0 grade point average (GPA) in high school. Failure to maintain the required GPA will necessitate a suspension for the following marking period. Juniors shall supply a copy of their current report card to the advisor at the end of each marking period.

Juniors must be in good standing with their school, work, and family.

Junior members are expected to comply with all policies implemented by both the West Deptford Fire Department and the Township of West Deptford.

No child shall become a member of the Junior Firefighter Program without a prior meeting with their parent(s) or guardian to discuss the operation of the West Deptford Fire Department and to answer any concerns of the parent(s) or guardian. A signed permission slip from the parent(s) or guardian must be received prior to participating in Department activities.

All Junior Firefighters must have working papers that are supplied from their local high school.

§ 26-11 Fire police.

Position created. There is hereby created within the West Deptford Fire Department the office of Fire Police.

Nomination and confirmation; Term of office. The West Deptford Fire Department may nominate not more than 12 volunteer members of the Department to serve as Fire Police. Candidates nominated to said office shall be confirmed by the Township Committee. Fire police officers shall be volunteers and serve without compensation from the Township.

Requisites for appointment. No member of the West Deptford Fire Department shall be appointed to the office of fire police unless the person:

Is authorized to work in the United States;

Is able to read, write, and speak the English language well and intelligently;

Is of good moral character and has not been convicted of any criminal offense involving moral turpitude;

Has a valid New Jersey driver's license prior to the date of employment;

Has successfully passed a physical examination and submitted to a criminal history background check as defined in § 56-7 of the Township Code not more than three months prior to said appointment; and

Has successfully completed the New Jersey Fire Police Basic Training Course or an equivalent course approved by the New Jersey Department of Community Affairs, Division of Fire Safety.

Oath of office. Each individual appointed and qualified as a fire police officer shall, before entering upon the performance of their duties, take and subscribe to an oath to faithfully, impartially and justly perform all of the duties of his or her office. The original of the oath shall be filed with the Township Clerk and a copy thereof filed with the Township Administrator.

Duties and powers. The rights, privileges, powers, and duties of a fire police officer shall be as follows:

The protection of property;

The establishment and maintenance of fire lines;

The performance of such necessary traffic control duties from the fire station to and as the vicinity of the fire scene, fire drill, or other emergency call as the Fire Department may respond to, until the arrival of a duly authorized police officer, or any public event where Fire Police services may be requested to protect the public, subject to the approval of and supervision by the chief law enforcement officer of the Township;

The preservation of all evidence pertaining to fires of questionable origins, before the arrival County Fire Marshal or as directed by the County Fire Marshal; and

The wearing and exhibition of an authorized Fire Police badge on the left breast of the outermost garment while on duty and acting in the capacity of a fire police officer.

Supervision. The performance of the duties of a fire police officer shall be under the supervision of the Fire Chief or the highest ranking fire officer in charge of the fire scene or fire drill, until the arrival of a duly authorized police officer, who shall assume responsibility for the supervision of traffic duties, preservation of evidence, and all other law enforcement duties. The Fire Chief, in their discretion, may designate a fire police officer to act as a supervisor over other fire police officers, as needed from time to time. Nothing in this section shall diminish the powers of the Fire Chief or other superior officers of the West Deptford Fire Department in the exercise of their duties or confer on a fire police officer the right to supersede a duly authorized police officer.

Violations and penalties.

The refusal to obey a direction or command given by a fire police officer in the performance of their duties shall be considered a violation of this chapter.

§ 26-13 Extra-duty firefighter services.

Any person, firm, or corporation violating any of the provisions of this Chapter shall be subject to such penalties as are provided for in § 1-15 of the Code of the Township of West Deptford.

Fire police may be eligible for annual stipends in accordance with criteria to be established by the Fire Chief in coordination with the Township Administrator, and with the approval of the Township Committee.

§ 26-12 Fire chaplains.

Position created. The position of Fire Chaplain for the West Deptford Fire Department is hereby created in accordance with N.J.S.A. 40A:14-24. The position will be a volunteer position. The position of Chaplain shall be under the authority of the Fire Chief.

Qualifications. Any person appointed as Chaplain shall be an ordained clergy person in good standing in the religious body from which they are selected. The Chaplain shall have basic training and shall be a certified Fire Chaplain credentialed in accordance with the General Order of the West Deptford Fire Department.

Duties. The duties of Fire Chaplain shall include but not be limited to assisting the West Deptford Township Fire Department in death notifications, counseling and any other duties that may be assigned by the Fire Chief.

Rank and salary. Any person appointed as Chaplain shall hold the rank of Battalion Chief and serve in that capacity as a volunteer without salary.

Term of office. A person appointed as Chaplain shall serve on a yearly basis and may be reappointed if recommended by the Fire Chief and approved by the Township Committee.

Appointment. The Fire Chief may recommend to the Township Committee, persons, that are believed meet the qualifications of N.J.S.A. 40A: 14-24 as well as General Orders of the West Deptford Township Fire Department with reference to Chaplains. All applicants for the position of Chaplain shall be reviewed by the Fire Chief and Township Administrator to determine their qualifications in accordance with this section and shall make recommendations to the Township Committee regarding the appointment as Chaplain. The Township Committee shall appoint Chaplains in accordance with this section.

Purpose.

Members of the Fire Department shall be permitted to accept fire-related employment for private employers or school districts only during extra-duty hours and at such time as will not interfere with the efficient performance of regularly scheduled or emergency duty for the Township.

Any person or entity wishing to employ extra-duty firefighters shall first obtain approval of the Fire Chief and/or designee, which shall be granted if, in the opinion of the Fire Chief and/or designee, such employment is not inconsistent with the efficient functioning and good reputation of the Fire Department, and would not reasonably endanger or threaten the safety of the firefighter or firefighters who are to perform the work.

Requesting for services.

An extra-duty application and agreement must be signed and filed by the extra-duty employer who is requesting the service no later than two business days prior to the start of the event/project. All applications are subject to review by Fire Chief in order to determine if the event/project is staffed according to Department policy and according to work zone safety regulations. Applications require final approval by the Fire Chief and/or designee.

All extra-duty requests must be a minimum of two hours, except for the school district.

Prior to the performance of services by any Township firefighter, the person or entity requesting such services shall agree to indemnify and hold the Township harmless from and against any and all losses, claims, damages or expenses, including reasonable attorney fees, arising from the performance or firefighter-related duties by such extra-duty Township firefighter on behalf of such entity. The Fire Chief and/or designee may further require additional documents, information or assurances from the requesting party or entity to the extent necessary to comply with other legal, operational, or insurance requirements.

Prior to performance of services by any Township firefighter, the person or entity requiring such services shall provide the Township with a certificate of insurance from a company authorized to do business in the State of New Jersey. Such policies of insurance shall name the Township as an additional insured and shall remain in effect during the entire period that the firefighter is employed by the outside entity.

Escrow accounts.

Any person or entity requesting the services of an extra-duty firefighter in the West Deptford Fire Department shall include in its written submission a detailed breakdown of the number of hours necessary for the detail. The requesting party shall further be required to provide the municipality with funds in the amount of 100% of the anticipated cost prior to the commencement of any work and further agrees to pay the Township for any additional charges. The Fire Chief and/or designee, shall establish an escrow account with the Chief Financial Officer and/or designee of the Township of West Deptford by depositing an amount sufficient to cover the rates of compensation and administrative fees set forth in Subsection E below. All payments for such services will be made payable to the Township of West Deptford Off-Duty Detail Escrow Account.

The Fire Chief and/or designee shall verify that the balance in the escrow account of the person or entity requesting service is sufficient to cover the compensation and fees for the number of hours specified in the request for services prior to delivery of said services. The Fire Chief and/or designee are further authorized, in the case of emergency, to accept an oral request for said services.

In the event the funds in such an escrow account should become depleted, services of extra-duty firefighter shall cease and request for further services shall not be performed or posted until additional funds have been deposited in the escrow account in the manner described above.

The person or entity requesting such services shall be responsible for ensuring that sufficient funds remain in the escrow account in order to avoid any interruption of services.

§ 26-14 Length of service award program.

To be eligible for a full refund, written notice of the cancellation of the job must be provided no less than 24 hours prior to the designated start of the job, or no less than four hours prior to the designated start of the job if the cancellation is due inclement weather. If less that the required notice is provided, the two-hour minimum fee will be charged for each assigned firefighter.

Rates of compensation. The party requesting the service of the member of the West Deptford Fire Department provided for in this section shall be charged and pay for such services at a rate per hour per firefighter, as provided in Chapter 11, Fees.

Third-party administrative fees. Where, as authorized by resolution of the Township Committee of the Township of West Deptford, a third party has been contracted by the governing body for administration and fee collection associated with extra-duty firefighter services, a fee may be charged in addition to those set forth above as set by the resolution authorizing such third-party contract.

Program. The Length of Service Award Program ("LOSAP"), established pursuant to N.J.S.A. 40A:14-183 to 194.1 (the "Act"), shall provide for fixed annual contributions to a deferred income account for each volunteer firefighter that meets the criteria established by the Act and this section.

Maximum annual contribution. The maximum annual contribution for each eligible active volunteer shall be $1,150 per year.

Eligibility and vesting. An active volunteer member shall be eligible to participate in the LOSAP immediately upon the commencement of volunteer active emergency services with the West Deptford Fire Department or one of the Legacy Fire Companies designated in § 26-7A. Participants shall be eligible to vest in the program, pursuant to the Act, upon completion of five years of emergency service to the Township. Terms not expressly defined in this Section shall have the meaning ascribed to them in the Act.

Salaried emergency service employees and LOSAP eligibility. Salaried employees of the Township shall not be eligible for LOSAP participation if the employee volunteers to perform, for the Township, work that is typically performed by the employee during normal work hours.

Points requirement. An active volunteer member will be credited with a year of active emergency service and granted the maximum LOSAP contribution for each Benefit Year in which the active volunteer member accumulates 100 points in accordance with the point schedule listed in § 26-14F below. Active volunteer members who accumulate less than 100 points will receive a reduced contribution in proportion to the amount of points accumulated, with a minimum of 25% for 25 points. (Example: An active volunteer member who received 50 points will be awarded 50% of the maximum annual contribution.) For purpose of this section, "Benefit Year" means December 1 through November 30.

Drills (maximum of 25 points). One point will be awarded for every drill attended. To receive credit, active volunteer member must be present for and complete all required components of the drill.

Training (maximum of 25 points). One point per training hour for a maximum of eight points per course. Travel time and overnight stay hours are not eligible for points. Points derived from training are only eligible in the calendar year in which the training was received. A passing grade or certificate of completion, if available, is required to be credited for a training course. Points will only be awarded for training that is directly related to firefighting or emergency medical functions and that is provided by a qualified instructor.

Organization meetings (maximum of 20 points). One point per official meeting of the West Deptford Fire Department or one of the Legacy Fire Companies designated in § 26-7A. To receive credit, the active volunteer member must be present for the duration of the meeting.

Appointed officers; administrative officers. Ten points will be awarded to an active volunteer member for the completion of a one-year term for each of the below listed appointed officer titles of the West Deptford Fire Department or one of the Legacy Fire Companies designated in § 26-7A, as well as for the completion of a one-year term as an administrative officer of one of the Legacy Fire Companies designated in § 26-7A.

Chief.

Deputy Chief.

Captain.

Lieutenant.

Training division firefighters.

Fire Police.

Special fire activities (25 points). One point per hour of duty at:

Municipal fire prevention events.

Fire Department work details.
