The exterior construction requirements of this article shall apply to all new residential buildings, dwellings, garages and accessory use buildings larger than 200 square feet, and any building expansion of 50 percent or more in floor area of an existing residential building.

The following materials shall not be allowed on the exterior of residential buildings:
(1) 
Corrugated metal;
(2) 
Aluminum; or
(3) 
Steel.

The city council, upon application duly filed by the applicant and after a public hearing, may grant an exception from the terms of this article and the requirements set forth herein upon affirmative vote of the majority of the city council members present. The application for an exception shall set forth in specific detail the grounds or reasons upon which such an exception request is being made. The fee for such application shall be determined by resolution of the city council. In granting any exception, the city council shall determine that:
(1) 
A literal enforcement of these regulations will create an unnecessary hardship or practical difficulty on the applicant;
(2) 
The situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self-imposed;
(3) 
The exception will not injure and will be wholly compatible with the use and permitted development of adjacent properties; and
(4) 
The granting of the exception will be in harmony with the spirit and purpose of this article.

The terms and conditions of the exception, if granted, shall be noted in the minutes of the city council meeting or be adopted by a resolution of the city council. In the event that an exception application is denied by the city council, no other exception of like kind shall be considered or acted upon by the city council upon the same building or proposed building for a period of six months subsequent to said denial.

Any person violating any of the provisions of this article shall, upon conviction, be punished as provided in section 1-13. Each and every day that the provisions of this article are violated shall constitute a separate and distinct offense.
