(a) It shall
be unlawful for any person to place or cause to be placed in, on,
or upon any public street, alley, or way, or any ditch, gutter, shoulder,
or embankment adjacent thereto, or in, on, or upon any other public
property within the corporate limits of the city any discarded bottle,
can, carton, box, paper, or other discarded trash or waste material
of any character, whether described herein or not.
(b) It shall
be unlawful for any owner, lessee, occupant or any person in charge
of any premises in the city to allow waste, trash, rubbish, or discarded
items to escape any trash can or container and litter any public property
or another person's private property. Each incident shall be a separate
violation.
(c) It shall
be unlawful for trash or waste to accumulate and exist upon any lot,
tract, parcel of land, or premises within the city.

Any person found guilty of a violation of this article shall, upon conviction, be punished as provided in section
1-13.

In the event the person placing the above described prohibited
items in, on, or upon the above named prohibited locations does so
as the agent of another person, both said agent and such other person
shall be deemed guilty of a violation of this Code, and shall, upon
conviction, be punished as above indicated.
