To provide for the costs of administration, enforcement, and
site acquisition pertaining to the Placer County solid waste management
program, the board of supervisors may require the payment of fees
and fines as specified hereinafter.

All fees for services by a franchise holder shall be in conformity
with the fees specified in his or her bid. The board, either on its
own motion or on the petition of a franchise holder shall have the
power to order modification of the fee schedule specified in the bid
theretofore accepted. All fees for service by a refuse collector shall
be in conformity with the fees specified in his or her application,
which fees shall be reasonable and uniform.

The board of supervisors may require the franchise holder to
pay to the county a franchise fee. The amount and payment date thereof
shall be as specified in the bid and contract documents.

The board of supervisors establishes the following fees to be
used in managing the county solid waste program, which includes the
administration, enforcement, and the acquisition of disposal sites.
A. Up through
June 30, 2010, each customer in Franchise Areas 1 and 4 shall pay
a fee surcharge in an additional amount of eight percent of the billing
he or she receives from the franchisee. Effective July 1, 2010, each
customer in Franchise Areas 1 and 4 shall pay a fee surcharge in an
additional amount of seven percent of the billing he or she receives
from the franchisee.
B. In Franchise
Areas 2 and 3 each customer shall pay a fee surcharge for the county
solid waste program in an additional amount of four percent of the
billing he or she receives from the franchisee.
C. At the
Foresthill and Meadow Vista transfer stations, each customer shall
pay a fee surcharge to benefit the county solid waste program in an
additional amount of eight percent of the gate fees charged for dumping
at the facility. Foresthill residents who are subject to the solid
waste parcel charge and are not receiving collection services shall
also be subject to the eight percent surcharge. Effective July 1,
2010, the additional amount payable by each such customer or resident
under this subsection shall be reduced to seven percent. This fee
surcharge does not apply to franchised garbage collectors where the
surcharge has already been collected as detailed above.
