When riding on a city trail, all vehicles shall be ridden, driven, or operated on the right-hand side of the road paving, as close as physical conditions permit, and shall be kept in single file when two or more are operating as a group. Operators shall at all times operate their vehicles when upon a city trail with reasonable regard to the safety of others, signal all turns, pass to the left of any vehicle or pedestrian they are overtaking, and pass to the right of any vehicle they may be meeting.

When on a city trail, trail users shall abide by the following rules:
A. 
Be safe, considerate, and aware of your impact on the park and other trail users;
B. 
The trails are to be used only during the period between dawn to dusk, unless there is approval by the director for use other than during this period;
C. 
Motorized vehicles are prohibited, except authorized city vehicles or trails so designated and posted;
D. 
Bicycles are permitted only on paved roads and on paved and unpaved multi-use trails;
E. 
Bicycles are prohibited on trails that are designated for hiking and horseback riding use only;
F. 
Excessive speed or reckless trail use are prohibited;
G. 
Bicyclists shall reduce speed and call out, or ring their bell before passing;
H. 
Bicyclists shall be equipped with standard bicycle reflectors and light for hours of darkness;
I. 
Trail users should call out and wait for instructions before passing an equestrian user;
J. 
Trail users shall keep to the right and go single file on curves;
K. 
Dogs must be leashed and under control at all times;
L. 
Owners of dogs shall dispose of their dog's waste in appropriate waste containers;
M. 
Open containers or consumption of alcoholic beverages are not permitted;
N. 
Hunting or shooting is prohibited;
O. 
All plants and wildlife shall be left alone and are protected by law;
P. 
Advertisements shall not be posted.

A. 
The city supports recreational opportunities for people with mobility disabilities by allowing the use of other power-driven mobility devices ("OPDMD") in areas where they can be operated safely, without posing risk of serious harm to natural and cultural resources, and in conformity with federal land management laws and regulations including, but not limited, to Americans with Disabilities Act, Title II regulation, 28 C.F.R. Part 35.
In order to ensure that OPDMD operation does not pose significant safety risks nor fundamentally alter the nature of services, programs, and activities provided by the city, all OPDMDs operated in parks must meet the standards outlined in this section.
This section applies only to OPDMD (non-wheelchair) usage. In accordance with federal law, wheelchairs and manually powered mobility aids, such as walkers, crutches, canes, braces, and other similar devices are permitted anywhere in the city where pedestrian travel is allowed.
B. 
Size. OPDMDs shall not be wider than thirty-six inches or longer than forty-eight inches, except for electric bicycles which may exceed forty-eight inches in length.
C. 
Gas Powered OPDMDs Prohibited. OPDMDs shall not exceed zero emissions during use. Only manually or battery/electricity operated devices are permitted. The use of gas powered mobility devices is prohibited.
D. 
Speed Limit.
1. 
Paved and Unpaved Trails. No person shall operate an OPDMD at a speed in excess of ten miles per hour. Electric bicycles shall not be operated in excess of the posted speed limit or fifteen miles per hour.
2. 
Basic Speed Limit. Notwithstanding the above speed limits, no person shall operate an OPDMD at a speed greater than is reasonable or prudent having due regard for trail sight-lines, the traffic on, and the surface and width of a trail, nor at a speed which endangers the safety of persons or property.
E. 
OPDMDs are authorized in any park/trail as defined in Section 7.01.020, Definitions. These devices may be restricted in specific circumstances due to design limitations or operational characteristics of the park/trail. OPDMDs must stay on designated parks/trails at all times. Exceptions can be made when crossing turf areas to leave or rejoin a park/trail.
F. 
Closed/Restricted Areas. OPDMDs are not permitted in areas that are closed or restricted to the general public due to safety concerns or for resource protection.
G. 
OPDMDs are not permitted on trails where the width of the OPDMD exceeds half the trail width.
H. 
The city may restrict OPDMs in certain facilities and buildings. Individuals are encouraged to contact the facility prior to their visit to determine if there are any restrictions or limitations.
I. 
The city reserves the right to further restrict the use of OPDMs during special events or during periods of high volume pedestrian traffic.
J. 
The city shall not ask an individual using a wheelchair or OPDMD questions about the nature and extent of the individual's disability. The city, however, may ask a person using an OPDMD to provide credible assurance that the mobility device is required because of the person's disability. The city shall accept the presentation of a valid, state-issued, disability parking placard or card, or other state-issued proof of disability as a credible assurance that the use of the OPDMD is for the individual's mobility disability. In lieu of a valid, state-issued disability parking placard or card, or state-issued proof of disability, the city shall accept as a credible assurance a verbal representation, not contradicted by observable fact, that the OPDMD is being used for a mobility disability. A "valid" disability placard or card is one that is presented by the person to whom it was issued and is otherwise in compliance with the state of issuance's requirements for disability placards or cards.
K. 
Persons desiring to use an OPDMD which does not meet the standards for types of devices allowed or for use in a location where OPDMDs are prohibited, may request a change of use by submitting the request in writing to the director. The requested variance shall be evaluated by the city and a decision shall be communicated to the person(s) requesting the variance within a reasonable amount of time.
