Any applicant or other person, firm or corporation which is dissatisfied with a decision resulting from the application, interpretation or enforcement of the provisions of this title may appeal that decision; provided, that the appeal is in writing and clearly sets forth the reasons why the appeal ought to be granted. Appeals must be filed as set forth in this chapter.

A. 
Staff decisions pursuant to Section 21.44.020 (historical site district) are appealable to the historical site subcommittee of the planning commission if filed with the secretary of the planning commission within ten days of the postmark date on the envelope within which the letter giving notice of the decision was received.
B. 
All other staff decisions are appealable to the planning commission if filed with the secretary of the planning commission within ten days of the postmark date on the envelope within which the letter giving notice of the decision was received.

Decisions of the historical site subcommittee of the planning commission are appealable to the planning commission if filed with the secretary of the commission within ten days of the subcommittee meeting at which the decision was made.

Decisions of the planning commission are appealable to the board of supervisors if filed with the clerk of the board within ten days of the date of the planning commission meeting at which the decision was made.

All appeals shall be accompanied by an appeal fee as established from time to time by resolution of the board of supervisors.

A. 
Decisions appealed to the historical site subcommittee shall be scheduled for consideration at the earliest reasonable opportunity, not later than thirty days from the date on which the appeal is filed.
B. 
Decisions appealed to the planning commission shall be scheduled for consideration at the earliest possible regular meeting, not later than forty-five days from the date on which the appeal is filed.
C. 
Decisions appealed to the board of supervisors shall be set for specific time and place of public hearing at the next regular meeting and considered not later than forty-five days from the date on which the appeal is filed.

When the last day of the appeal period would fall upon a non-workday or a holiday, the appeal period shall be extended to include the next subsequent regular working day.
