The office of the City Attorney is created and established.
The City Attorney is appointed by the City Council on the basis of
ability and qualifications and holds office for and during the pleasure
of the City Council.

The City Attorney advises City officials in legal matters pertaining
to City business, frames ordinances and resolutions required by the
City Council, and performs other legal services as required by the
City Council.
