The Council may by resolution describe and designate highways
or portions of highways as one-way streets.

The Director is authorized and directed to place or cause to
be placed in a conspicuous place on such one-way streets at the intersection
of each highway intersecting such one-way street, signs bearing the
words "One-Way Street" and indicating the direction of
lawful traffic movement.

It is unlawful for the operator of any vehicle to operate the
vehicle in violation of the one-way street signs.
