The words, terms, phrases, and their derivations set forth in this chapter have the meanings set forth below:
"On-street parking"is defined as the stopping, standing or parking of any vehicle on any of the city streets designated in Section
10.13.030.
"Yellow level emergency alert"is defined as any period of time that the police department determines weather conditions are such that small, isolated water, mud and/or debris slides and flows are possible at specific locations in the city. Streets may be flooded or blocked by mud or debris. Reports of mud and debris on private property may be received.
"Orange level emergency alert"is defined as any period of time that the police department determines weather conditions are such that moderate water, mud and/or debris slides and flows are possible at more widespread specific locations in the city. Streets may be flooded or blocked by mud or debris. Reports of mud and debris on private property may be received. Depending on location and terrain, some structures may be endangered by water, mud and/or debris slides and flows.
"Red level emergency alert"is defined as any period of time that the police department determines weather conditions are such that the potential exists for significant water, debris and mudflows to be widespread over specific locations in the city. Streets may be flooded or blocked by mud or debris and considered unsafe for travel. Many structures could be endangered by water, mud and/or debris slides and flows.
