The purpose of this chapter is to protect the health, safety and general welfare of the citizens of Glendora and property within the city of Glendora through the regulation of on-street parking on designated city streets during days of precipitation which pose a risk of water, mud and/or debris slides and flows.

The words, terms, phrases, and their derivations set forth in this chapter have the meanings set forth below:
"On-street parking"
is defined as the stopping, standing or parking of any vehicle on any of the city streets designated in Section 10.13.030.
"Yellow level emergency alert"
is defined as any period of time that the police department determines weather conditions are such that small, isolated water, mud and/or debris slides and flows are possible at specific locations in the city. Streets may be flooded or blocked by mud or debris. Reports of mud and debris on private property may be received.
"Orange level emergency alert"
is defined as any period of time that the police department determines weather conditions are such that moderate water, mud and/or debris slides and flows are possible at more widespread specific locations in the city. Streets may be flooded or blocked by mud or debris. Reports of mud and debris on private property may be received. Depending on location and terrain, some structures may be endangered by water, mud and/or debris slides and flows.
"Red level emergency alert"
is defined as any period of time that the police department determines weather conditions are such that the potential exists for significant water, debris and mudflows to be widespread over specific locations in the city. Streets may be flooded or blocked by mud or debris and considered unsafe for travel. Many structures could be endangered by water, mud and/or debris slides and flows.

(a) 
Whenever a yellow, orange or red level emergency alert is implemented by the police department in which on-street parking on any city street designated in subsection (b) of this section would create a hazard to life or property by interfering with emergency vehicle access and resident evacuation during any event of water, mud and/or debris slides and flows, the police department is hereby authorized to give notice and prohibit on-street parking. Vehicles parked in violation of the parking prohibition established pursuant to the chapter shall be removed and impounded at the owner's expense.
(b) 
During a yellow, orange or red level emergency alert, it is unlawful to park any vehicle on any city streets or portions thereof in violation of this chapter that are located within the Colby Fire Impact Area as follows:
All city streets located on and within the Colby Fire Impact Area which are situated within the following boundaries: Sierra Madre Avenue as the south boundary, the Glendora city limits as the north boundary, Glendora Mountain Road as the east boundary, and Yucca Ridge Road as the west boundary.

(a) 
A vehicle which is parked in violation of this chapter may be removed and impounded by the city. Any person or entity who parks a vehicle in violation of this chapter is liable for the expense of removing and impounding the vehicle. The expense for removing and impounding the vehicles shall be charged against that person or entity, including the registered owner of the vehicle, which parks the vehicle in violation of this chapter. This charge shall constitute a debt and shall be collectable by the city.
(b) 
Any person or entity that violates this chapter is guilty of an infraction which shall be punishable pursuant to Section 1.01.110 of this code.
