It is unlawful for any person to stand or walk in the highway, other than in a crosswalk, if such action interferes with the lawful movement of traffic. Every person who violates any provision of this Section is guilty of an infraction, unless the violation is otherwise made a misdemeanor pursuant to subsection 1.01.110(b) of this code.
