Designated officers and employees of the City with discretionary authority and duty to enforce state statutes and local ordinances may, pursuant to Sections 836.5, 853.5 and 853.6 of the
Penal Code, arrest a person without a warrant whenever any such officer or employee has reasonable cause to believe that the person to be arrested has committed an infraction or misdemeanor in the officer's or employee's presence. The arresting officer or employee shall have the discretionary authority to issue notices to appear, and to release the person arrested on his or her written promise to appear in court, pursuant to Sections 836.5, 853.5 and 853.6 of the
Penal Code. No officer or employee of the City who is not a peace officer shall be allowed by his or her superior to exercise the arrest and citation authority herein conferred, unless such officer or employee is within a classification of city officer and employees specifically designated, by Section
2-296 of this Chapter.
The Administrative Officer shall establish and cause to be administered
a special enforcement training program designed to instruct each officer
or employee who will exercise such arrest and citation authority,
regarding the provisions of the statutes and ordinances to be enforced,
the evidentiary prerequisites to proper prosecution for violations
thereof, the appropriate procedures for making arrests or otherwise
prudently exercising such arrest and citation authority, and, the
legal and practical ramifications and limitations attendant thereto.
All such officers or employees shall be appropriately instructed to
deposit executed citations or notices with the Police Department for
filing with the court, after review for legal sufficiency.

City officers and employee classification hereinafter listed shall be authorized to make arrests and issue citations pursuant to Section
2-295:
(1) All
Fire Department officers with the rank of Chief or Captain while performing
fire prevention and fire suppression activities, including combating
of fires, the control of property to minimize the menace of fire,
and the abatement of fire hazards or conditions dangerous to life
or property. Arrest authority under this part shall be limited to
the enforcement of Uniform Fire Code, Inglewood Municipal Code provisions
relating to fire prevention and suppression, specifically to those
violations listed in the "Operating Procedures of Fire Department's
Citation Program."
(2) Each
Fire Department member assigned to the Arson Investigation Unit.
(3) Pursuant
to Section 836.5 of the California
Penal Code, or any amendment thereof,
the following officers shall have and are vested with the authority
to issue arrest citations to those persons, firms or corporations
found to be in violation of an Inglewood Municipal Code provision
which said officer or employee has a duty to enforce, and which violation
occurs in their presence: Administrative Officer, Planning and Building
Department Director, the Code Enforcement Superintendent, Code Enforcement
Officers, Special Enforcement Officers of the Police Department, Special
Enforcement Officers of the Planning and Building Department, and
Revenue Inspectors. Such officers shall be granted the discretion
to either charge violators with an infraction, or to refer the matter
to the City Attorney for possible misdemeanor filing.
(4) National Pollution Discharge Elimination System (NPDES) Enforcement Officers of the Public Works Department shall have and are vested with the authority to issue arrest citations to any person who violates any of the following Sections of the Storm Water and Urban Runoff Control Procedural Ordinance of the Inglewood Municipal Code: Section
9-306 (Illicit Connections), Section
9-307 (Illicit Discharges), Section
9-309 (Littering), Section
9-310 (Use of Discontinued or Banned Chemicals), Section
9-311 (Compliance with State and Federal Discharge Requirements), and Section
9-312 (Pollutant Source Reduction). The NPDES Enforcement Officers shall be granted the discretion to either charge violators of the above referenced Sections with an infraction, or to refer the matter to the City Attorney for possible filing as a misdemeanor.

Each City Department whose officers and employees are authorized
to issue arrest citations pursuant to this ordinance shall submit
to and have approved by resolution of Council an "Operating Procedures
of ('Departments') Citation Program," and a recommended Bail Schedule,
prior to carrying out the authority granted herein.
