The following uses shall be permitted in the CC (Civic Center Zone) unless otherwise provided in this Chapter:
(1) 
Public and semi-public buildings and facilities including offices, auditoriums, museums or related uses.
(2) 
Private offices, restaurants, banks and other financial institutions.
(3) 
Wireless telecommunication facilities subject to compliance with the provisions of Article 31 of this Chapter.
(4) 
Farmers markets subject to the following requirements:
(a) 
The market is City sponsored.
(b) 
The market does not obstruct parking or vehicular travel areas.

The purpose of the CC Zone is to provide for the orderly, efficient and harmonious development of the City-County Civic Center Complex as set forth in the City's Civic Center Development as well as adjacent new developments in the area.
Except for buildings, structures or signs belonging to the Federal Government, the State of California, its subdivisions and municipalities, no building permit for a new use, structure or sign, or exterior alteration or enlargement of an existing structure, use, or sign shall be issued until all plans required by this Section have been duly approved by the Planning Commission.
The purpose of the plan review is to determine and control the physical layout, the pedestrian and vehicular circulation, architectural compatibility, and to assure compatibility with the master plan of development in such zone.
The owner or authorized agent shall file the following drawings and plans with the Planning and Building Department prior to applying for a building permit:
(a) 
A site plan, drawn to scale, showing the proposed layout of structures and other improvements including, where appropriate, driveways, pedestrian walks, off-street parking and off-street loading areas, landscaped areas, fences, and walls. The site plan shall indicate the locations of entrances and exits and the direction of traffic flow into and out of off-street parking and off-street loading areas, the location of each parking space and each loading berth, and areas for turning and maneuvering vehicles. The site plan shall indicate how utilities, service and drainage are to be provided.
(b) 
A landscape plan, drawn to scale, showing the locations of existing trees proposed to be removed and proposed to be retained on the site, the location and design of landscaped areas and the varieties and sizes of plant materials to be planted therein, and other landscape features.
(c) 
Architectural drawings or sketches, drawn to scale, including floor plans in sufficient detail to permit computation of yard requirements, and showing all elevations of the proposed structures as they will appear upon completion. All exterior surfacing materials and colors shall be specified.
(d) 
Scale drawings of all signs showing size, location, material, colors, and illumination, if any.
(e) 
The Planning and Building Department Director may require additional information if necessary to determine whether the purposes of this Section are being carried out, or may authorize omission of any or all of the drawings required by this Section if they are not necessary to comply with said purposes. All drawings and plans shall be submitted in duplicate.

The Planning Commission in reviewing all plans submitted shall be governed by all applicable provisions of the Inglewood Municipal Code as well as the following standards:
(a) 
Adequate traffic and pedestrian circulation and access ways shall be required to be provided or dedicated and improved as necessary to avoid congestion and to prevent adverse effects on neighboring property and to generally conform to the circulation elements of the City's Civic Center development plan.
(b) 
All buildings or structures shall be so arranged as to permit convenient access for the City's emergency and service equipment. Fire hydrants, standpipes, and other fire protection devices may be required to be installed and maintained at the applicant's expense.
(c) 
The building and landscaping shall have scale and proportions which relate to its size, surroundings and use.
(d) 
Building elevations shall be designed to be compatible with the characteristics of the existing and proposed developments in the Civic Center.
(e) 
Building setbacks, height of building, landscaping, exterior lighting, walls, fences and screen planting shall be provided and maintained, as determined by the Planning Commission.
The Planning Commission shall review the plans and approve, conditionally approve, or disapprove them based upon the standards designated in Section 12-34.5, and other requirements of the Inglewood Municipal Code pertaining thereto.
The Planning Commission shall give notice of its determination within thirty days of the filing of completed maps and drawings, or within an extension of time agreeable to the applicant in accordance with the provisions of this Chapter. Failure to give such notice within thirty days shall be deemed a disapproval for purposes of appeal to the City Council.
Within ten days after the notice of disapproval or conditional approval has been mailed to applicant, the applicant may appeal to the City Council by filing a written notification thereof with the City Clerk. The City Council shall consider the appeal duly filed at its next regular meeting to be held at least seven days after the filing of said appeal. If no appeal is taken pursuant to the provisions of this Section, the action of the Planning Commission shall be deemed final.
