All bills for labor or material shall be itemized, giving the
day and date that such labor was performed or material furnished.
All bills must be reviewed for approval by the officer or other person
authorizing the expenditures and the finance committee, before the
same may be acted upon by the city council.

A. Except as otherwise excepted in subsection
B of this section, everyone who petitions the city seeking a change of classification of use, a change in district, or grant of variance by the city council under the zoning ordinances, or the initiating of any applications, petition or proceeding which requires a public hearing, shall, at the time of filing such application or petition, pay the city clerk the sum of $25 or the estimated cost of publishing the notice of public hearing and other expenses incidental thereto, whichever amount is greater.
B. The
provisions of this section are not intended to, nor may they be construed
to, apply to publication of a notice of application for a liquor license.
