A person shall not willfully and maliciously loiter or stand
in or upon any alley, highway, sidewalk, crosswalk, off-street parking
area, private or public, or other private or public ways open for
pedestrian or automobile traffic or otherwise occupy any portion thereof
in such a manner as to obstruct or unreasonably interfere with the
free passage of pedestrians or motorists.

Every person who violates any provision of Section 9.57.010 shall be guilty of a misdemeanor.
