A.
Notwithstanding any other provision of this code, including, but not limited to, sign regulations set forth in Chapter 17.120 of this code, banner signs shall only be allowed as provided for herein. The Director of Community Services may authorize the temporary placement of banner signs in the locations specified in Section 12.44.030 on City property where those banners display the name and/or date of an event and/or activity sponsored entirely by the City or co-sponsored by the City that calls attention to the City, its natural advantages, resources, enterprises, attractions, climate, facilities, businesses or community. Banners displaying a nonprofit organization event are permitted under this section. The City Council hereby declares that the City has a compelling interest in creating a restricted, non-public forum to advertise City resources, City-sponsored or co-sponsored events, and nonprofit organization events.
B.
Such banners shall be allowed for only a limited duration and must call attention to the City, its natural advantages, resources, enterprises, attractions, climate, facilities, business and community.
C.
Such banners shall not be allowed to impede the visibility of any regulatory signage.
D.
The City reserves the right to install a banner of its own creation, without regard to the requirements of this section, for events planned, held and/or produced by the City itself.
E.
The City reserves the right to not install one or more banners, regardless of whether such banners comply with the requirements of this banner program.
