It shall be the duty of the chief of police, with such aid as may be rendered by other members of the police department, to enforce the traffic regulations of the city and all of the state vehicle laws applicable to vehicular traffic in the city of Lawndale, to make arrests for traffic violations, to investigate traffic accidents and to cooperate with the city council, city manager, city engineer, public works director and other officers of the city of Lawndale in the administration of traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specially imposed by this chapter.

It shall be the general duty of the city engineer, with such aid as may be rendered by city engineering staff, contracted traffic engineering support services through the Los Angeles County department of public works and/or contracted professional traffic consultants, to determine the installation of traffic signage and signalization and the proper timing thereof, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering and traffic surveys of traffic conditions and to cooperate with the city council, city manager, chief of police, public works director, and other officers of the city of Lawndale in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by the city.

A. 
It shall be the duty of the public works director to install and maintain all official traffic control devices, markings, signs and signals required by the vehicle code, this chapter, the city council, city manager, chief of police, city engineer and other officers of the city of Lawndale pursuant to the authority as granted herein.
B. 
It shall be the duty of the public works director to serve as the superintendent of streets with the rights, powers and duties as imposed by the city, under the provisions of the Streets and Highways Code.
C. 
Whenever the public works director is required or authorized by the chief of police, city engineer, city council or other official of authority, to install, place or maintain official traffic control devices, signals, signage, or pavement markings, he or she may cause such devices, signals or markings to be placed or maintained.

Whenever the accidents at any particular location becomes excessive, the police department shall cooperate with the city engineer in conducting studies of such accidents and in determining remedial measures.

The police department shall maintain a suitable system of filing traffic accident reports. Such reports shall be available for use and information of the chief of police or designee(s) and the city engineer.

The police department shall annually prepare a traffic report which shall be filed with the city council. Such a report shall contain information on traffic matters in this city as follows:
A. 
The number of traffic accidents, the number of persons killed, the number of persons injured, and other pertinent traffic accident data;
B. 
The number of traffic accidents investigated and other pertinent data on the safety activities of the police;
C. 
The plans and recommendations of the police department and the city engineer for future traffic safety activities.

Whenever the chief of police shall determine that traffic congestion is likely to result from the holding of public or private assemblages, gatherings, or functions, or for other reasons, the chief of police shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the chief of police shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the chief of police shall cause such signs to be removed promptly thereafter.

A. 
The traffic committee shall consist of the public works director, city engineer, community development director, municipal services director, and chief of police, or each of their designees.
B. 
It shall be the duty of the traffic committee to suggest the most practicable means for coordinating the activities of all officers and agencies of this city having authority with respect to the ad-ministration and enforcement of traffic regulations; to stimulate and assist in the preparation and publication of traffic reports; to receive concerns and complaints regarding traffic matters; and to recommend to the city council, planning commission, police department, public works director, city engineer, and to other city officials ways and means for improving traffic conditions and the administration and enforcement of traffic regulations.
C. 
Any decisions of the traffic committee may be appealed, under the city's regular appeals procedures, to the city council for review and decision.

The planning commission acting as the traffic commission shall:
A. 
Review and approve traffic control devices recommended as a condition of approval for land and planning development permits referred to the planning commission for review and decision.
B. 
Hear and review any traffic regulations referred to it by the city council for recommendation back to the city council.
