Except as provided herein, Chapter 15.48, Weight Limits, of the Los Angeles County Code, as adopted in Section 10.04.010 of this code, is hereby adopted as the weight limit codes for commercial vehicles operating in and through the city of Lawndale. A copy of Chapter 15.48, Weight Limits, of the Los Angeles County Code is available in the office of the city clerk of the city, and it shall at all times be maintained by the clerk for use and examination by the public.

On January 25, 2001 under contract from the city the Los Angeles County Department of Public Works—Traffic Division presented a "Truck Route Study" of the commercial vehicle traffic measured by traffic counts along the arterial and collector streets of the city occurring during the study period of November 2000 to December 2000. This study is hereby adopted as the base planning study for the establishment of designated truck routes through the city of Lawndale. The remonitering of commercial or truck traffic through the city shall be undertaken at least every five years from adoption of this chapter, or as directed by the city council for the city of Lawndale, regarding the routing of commercial truck traffic and/or overweight vehicular traffic through the city of Lawndale.

The streets in the following table are hereinafter designated as "Truck Routes" for the primary use of commercial truck traffic through the city of Lawndale specifically designated for use by licensed vehicles exceeding ten thousand pound gross weight limit passing through, originating from, or making deliveries to properties or businesses within the city of Lawndale.

The designated truck route shall be posted with appropriate signage as truck route streets. Other streets within the city limits not designated are hereby deemed to be local and/or residential or residence district streets as defined in Section 515 of the California Vehicle Code.

The weight and vehicle restrictions provided for in this chapter shall not apply to the following:
1. 
Emergency vehicles;
2. 
Vehicles owned by or under contract to public utility, public entity, or a licensed contractor while necessarily in use in the construction, installation, or repair of a public utility or public improvements or for the public collection of refuse;
3. 
Vehicles subject to the provisions of Sections 1031 through 1036 of the Public Utilities Code of the state of California, which vehicles have received a certificate from the Public Utilities Commission of the state declaring that the public necessity and convenience require the operation of such vehicle provided that the certificate specifically authorizes that vehicle to be operated in the subject area for the purpose authorized in the certificate;
4. 
Commercial vehicles coming from an unrestricted street having ingress or egress by direct route to and from such restricted streets when necessary for the purpose of making pick-ups or deliveries of goods, ware, or merchandise from or to any building or structure located on such restricted streets, or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure upon such restricted street; and
5. 
Passenger vehicles operated, engaged, and used for the sole and exclusive purpose of picking up or discharging a passenger or passengers at any origin or destination of such passenger or passengers on any such street.

It is unlawful to drive, operate, or cause or permit to be driven or operated on any residential or residential district street subject to the restrictions set forth in this chapter, any vehicle in violation of the restriction(s) stated on such signs.
