"Commercial street"
means and refers for the purposes of Chapter
10.60, to Inglewood Avenue, Marine Avenue, Prairie Avenue, Manhattan Beach Boulevard, Hawthorne Boulevard, Rosecrans Boulevard, Artesia Boulevard and Redondo Beach Boulevard only.
"Displaying for sale"
means to place a vehicle upon the public streets for the
purpose of offering the vehicle for sale or for soliciting offers
to purchase the vehicle.
"Owner"
means any person, firm, partnership, corporation, or association
whose name appears on the registration document as the registered
owner for the automobile on file with the State Department of Motor
Vehicles ("DMV").
"Park" or "parking"
means the standing of a vehicle, whether occupied or not,
other than temporarily for the purpose of and while actually engaged
in loading or unloading merchandise or passengers.
"Residence of the owner"
means the residence of the registered owner of the vehicle
as shown on the vehicle registration papers issued by the DMV or on
file with the DMV.
"Sign,"
for the purposes of this chapter, means a removable message
with a height greater than three and three-fourths inches. A message
is removable if it is separate from the vehicle itself and can be
washed off, knocked off, pulled off, or otherwise detached from the
vehicle without decreasing the value of the vehicle.
"Vehicle"
means any device by which any person or property may be propelled,
moved, or drawn upon a street or highway excepting a device moved
by human power or used exclusively upon stationary rails or tracks
or any object placed thereon.

It is unlawful for any person to park a vehicle in an on-street
parking space on a commercial street for the purpose of displaying
a sign on that vehicle unless the vehicle is parked within five hundred
feet of the residence of the owner of the vehicle. It is also unlawful
for any person to park more than two vehicles at the same time in
on-street parking spaces on commercial streets for the purpose of
displaying a sign even if the vehicles are parked within five hundred
feet of the residence of the owner of the vehicle. However, this prohibition
shall not apply to vehicles parked in any location in the city for
less than four consecutive hours.

Any person who violates Section
10.60.020 shall be fined such sum as the city council may establish from time to time by resolution. A person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of Section
10.60.020 is committed, continued or permitted.
