A.
Pursuant to Sacramento County Charter Section 15(l), there is established within County government a group of departments largely responsible for the delivery of municipal or regional services. These departments shall be under the control and direction of an Administrator. The Administrator shall be appointed by the County Executive, subject to approval by the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter. The Administrator shall oversee the following departments and office: Agricultural Commissioner — Sealer of Weights and Measures, Airports, Community Development, Regional Parks, Transportation, Waste Management and Recycling, Water Resources, and the Office of Economic Development. Any reference in this Code to the Public Works and Infrastructure Agency shall be deemed to be a reference to this group of departments and the Administrator.
B.
The Community Services Administrator shall have the following duties and responsibilities:
1.
Direct and control the operations of the assigned departments;
2.
Study and make recommendations to the County Executive regarding delivery of community services, recreation, certain regulatory activities, public infrastructure facilities, land development, transportation, utilities, engineering, construction management, and other matters assigned to the Administrator;
3.
Coordinate with the Sanitation Districts Agency, the Cooperative Agricultural Extension, the Connector Joint Powers Authority, and the South Sacramento Conservation Agency;
4.
Advise and assist officials of County agencies, departments, boards, and commissions with respect to matters assigned to the Administrator;
5.
Oversee the preparation and review of annual budgets and analysis of service rates and charges, in accordance with established procedures, for the support, maintenance, and operation of the assigned departments and other activities; and
6.
Perform such other duties and responsibilities as the County Executive or Assistant County Executive may assign.
