A. 
Pursuant to Sacramento County Charter Section 15(l), there is established within County government a group of departments largely responsible for the delivery of municipal or regional services. These departments shall be under the control and direction of an Administrator. The Administrator shall be appointed by the County Executive, subject to approval by the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter. The Administrator shall oversee the following departments and office: Agricultural Commissioner — Sealer of Weights and Measures, Airports, Community Development, Regional Parks, Transportation, Waste Management and Recycling, Water Resources, and the Office of Economic Development. Any reference in this Code to the Public Works and Infrastructure Agency shall be deemed to be a reference to this group of departments and the Administrator.
B. 
The Community Services Administrator shall have the following duties and responsibilities:
1. 
Direct and control the operations of the assigned departments;
2. 
Study and make recommendations to the County Executive regarding delivery of community services, recreation, certain regulatory activities, public infrastructure facilities, land development, transportation, utilities, engineering, construction management, and other matters assigned to the Administrator;
3. 
Coordinate with the Sanitation Districts Agency, the Cooperative Agricultural Extension, the Connector Joint Powers Authority, and the South Sacramento Conservation Agency;
4. 
Advise and assist officials of County agencies, departments, boards, and commissions with respect to matters assigned to the Administrator;
5. 
Oversee the preparation and review of annual budgets and analysis of service rates and charges, in accordance with established procedures, for the support, maintenance, and operation of the assigned departments and other activities; and
6. 
Perform such other duties and responsibilities as the County Executive or Assistant County Executive may assign.

A. 
Notwithstanding provisions of the Charter or other ordinances to the contrary, the Offices of County Engineer, County Surveyor, and County Road Commissioner are hereby segregated into separate offices to be designated within the Community Services Agency.
B. 
The County Engineer and the County Road Commissioner shall be registered civil engineers in the State of California.
C. 
The County Surveyor shall be a California licensed land surveyor or a registered civil engineer exempt from licensing as specified in Section 8731 of the Business and Professions Code.
D. 
Persons designated to any of these offices shall be so designated by the Board of Supervisors upon recommendation of the County Executive. Persons so designated need not be department heads. If persons designated have civil service status, neither their designation nor the removal of that designation shall affect such status or pay grade.
E. 
The persons designated to these offices shall perform, either personally, or through qualified deputies, the duties of the respective offices as set forth in State law and regulations, the Sacramento County Charter, and local ordinances or regulations.

There is established the Department of Transportation. The Department shall have and exercise the following duties and responsibilities:
1. 
Supervise, prepare, or obtain designs and plans for roads and bridges, and other transportation infrastructure;
2. 
Recommend the awarding of contracts for the construction, repair, and maintenance of all facilities under the supervision of the Department of Transportation;
3. 
Perform all the duties relating to traffic safety and control;
4. 
Perform all duties of the Road Commissioner as defined by law;
5. 
Perform duties of the County Engineer as defined by law related to roads, bridges, and other transportation infrastructure;
6. 
Represent the County in dealing with other agencies, organizations, groups, and individuals with respect to transportation engineering matters;
7. 
Prepare plans and contract documents for projects within their jurisdiction;
8. 
Prepare an annual budget in accordance with established procedures for the support, maintenance, and operations of the Department; and
9. 
Perform such other duties and activities as may be required or authorized by the County Executive, the Assistant County Executive, or the Community Services Administrator.
B. 
There is established within the Department of Transportation the position of Director of Transportation. The Director of Transportation shall be head of the Department of Transportation and in that capacity shall, subject to the control and direction of the Community Services Administrator, carry out the duties and responsibilities of the Department of Transportation and shall supervise and direct the work of the staff assigned to the Department.
C. 
The Director of Transportation shall act as the appointing authority for personnel matters within the Department.
D. 
The Director of Transportation shall be appointed by the County Executive, subject to the approval of the Board of Supervisors, and shall be subject to removal by the County Executive as provided in the Charter.

There is established the Department of Water Resources. The Department shall have and exercise the following duties and responsibilities:
1. 
Perform those duties of the County Engineer as defined by law relating to water supply, treatment, and distribution systems;
2. 
Perform those duties of the County Engineer as defined by law related to the collection, treatment, and disposal of storm drainage;
3. 
Perform those duties of the County Engineer as defined by law related to flood control matters;
4. 
To serve as the Agency Engineer of the Sacramento County Water Agency;
5. 
To serve as the District Engineer of the Sacramento County Water Maintenance District;
6. 
To serve as Drainage Engineer, Flood Control Engineer, or other engineer as so designated for other districts, agencies, offices, or authorities;
7. 
Recommend the awarding of contracts for the construction, repair, and maintenance of all facilities which are to be operated and maintained by the Department of Water Resources;
8. 
Prepare an annual budget in accordance with established procedures for the support, maintenance, and operations of the Department;
9. 
Prepare plans and contract documents for projects within their jurisdiction; and
10. 
Perform such other duties and activities as may be required or authorized by the County Executive, the Assistant County Executive, or the Community Services Administrator.
B. 
There is established within the Department of Water Resources the position of Director of the Department Water Resources. The Director of Water Resources shall be head of the Department of Water Resources and in that capacity shall, subject to the control and direction of the Community Services Administrator, carry out the duties and responsibilities of the Department of Water Resources and shall supervise and direct the work of the staff assigned to the Department.
C. 
The Director of Water Resources shall act as the appointing authority for personnel matters within the Department.
D. 
The Director of Water Resources shall be appointed by the County Executive, subject to the approval of the Board of Supervisors, and shall be subject to removal by the County Executive as provided by the Charter.

There is established the Department of Waste Management and Recycling. The Department shall have and exercise the following duties and responsibilities:
1. 
Perform those duties of the County Engineer as defined by law related to solid waste management, collection, recycling, and disposal systems;
2. 
To serve as primary staff to the Local Task Force;
3. 
Recommend the awarding of contracts for the construction, repair, and maintenance of all facilities which are to be operated and maintained by the Department of Waste Management and Recycling;
4. 
Prepare an annual budget in accordance with established procedures for the support, maintenance, and operations of the Department;
5. 
Prepare plans and contract documents for projects within their jurisdiction; and
6. 
Perform such other duties and activities as may be required or authorized by the County Executive, the Assistant County Executive, or the Community Services Administrator.
B. 
There is established within the Department of Waste Management and Recycling the position of Director of the Department of Waste Management and Recycling. The Director of Waste Management and Recycling shall be head of the Department of Waste Management and Recycling and in that capacity shall, subject to the control and direction of the Community Services Administrator, carry out the duties and responsibilities of the Department of Waste Management and Recycling and shall supervise and direct the work of the staff assigned to the Department.
C. 
The Director of Waste Management and Recycling shall act as the appointing authority for personnel matters within the Department.
D. 
The Director of Waste Management and Recycling shall be appointed by the County Executive, subject to the approval of the Board of Supervisors, and shall be subject to removal by the County Executive as provided by the Charter.

There is established the Department of Community Development. The Department shall be made up of the Office of Development and Code Services and the Office of Planning and Environmental Review.
B. 
There is established within the Department of Community Development the position of Director of the Department of Community Development. The Director shall be head of the Department of Community Development and in that capacity shall, subject to the control and direction of the Community Services Agency Administrator, carry out the duties and responsibilities of the Department and shall supervise and direct the work of the staff assigned to the Department.
C. 
Perform such other duties and activities as may be required or authorized by the County Executive, the Assistant County Executive, or the Community Services Administrator.
D. 
The Director of Community Development shall act as the appointing authority for personnel matters within the Department.
E. 
The Director of Community Development shall be appointed by the County Executive, subject to approval by the Board of Supervisors, and shall be subject to removal by the County Executive as provided by the Charter.

A. 
There is established the Department of Multi-Agency Collaboration. The Department shall have and exercise the following duties and responsibilities:
1. 
Perform the duties of Director of the Elk Grove-Rancho Cordova-EI Dorado County Connector Authority (Authority), also known as the Capitol Southeast Connector Joint Powers Agency, as may be generally prescribed by the governing body of the Authority;
2. 
Plan, organize, and direct the work of staff and consultants assigned to the Authority and undertake such other duties as may be assigned by the Authority;
3. 
Prepare an annual budget in accordance with established procedures for the support, maintenance, and operations of the Department; and
4. 
In cooperation with the Authority, perform such other duties and activities as may be required or authorized by the County Executive, the Assistant County Executive, or the Community Services Administrator.
B. 
There is established within the Department of Multi-Agency Collaboration the position of Director of the Department of Multi-Agency Collaboration. The Director of Multi-Agency Collaboration shall be head of the Department of Multi-Agency Collaboration and in that capacity shall, subject to the control and direction of the Community Services Administrator, carry out the duties and responsibilities of the Department of Multi-Agency Collaboration and shall supervise and direct the work of the staff assigned to the Department.
C. 
The Director of Multi-Agency Collaboration shall act as the appointing authority for personnel matters within the Department.
D. 
The Director of Multi-Agency Collaboration shall be appointed by the County Executive, subject to the approval of the Board of Supervisors, and shall be subject to removal by the County Executive as provided by the Charter.

There is established the Office of Economic Development. The office shall be considered a Department of the County. The Department shall have and exercise the following duties and responsibilities:
1. 
Oversee and perform duties related to economic development matters within the County;
2. 
Operate the Business Environmental Resource Center;
3. 
Perform duties related to the redevelopment of the former McClellan and Mather Air Force Bases;
4. 
Represent the County in dealing with other agencies, organizations, groups, and individuals with respect to economic development matters;
5. 
Prepare an annual budget in accordance with established procedures for the support, maintenance, and operations of the Department;
6. 
Perform such other duties and activities as may be required or authorized by the County Executive, the Assistant County Executive, or the Community Services Administrator.
B. 
There is established within the Office of Economic Development the position of Director of Economic Development. The Director of Economic Development shall be head of the Department and in that capacity shall, subject to the control and direction of the Community Services Administrator, carry out the duties and responsibilities of the Department and shall supervise and direct the work of the staff assigned to the Department.
C. 
The Director of Economic Development shall be appointed by the County Executive, subject to the approval of the Board of Supervisors, and shall be subject to removal by the County Executive as provided by the Charter.
D. 
The Director of Economic Development shall act as the appointing authority for personnel matters within the Department.
