There is hereby established a Department in the County which shall be called the Sacramento County Airport System.

The position of Director of the Sacramento County Airport System is hereby created, which shall be the head of the Sacramento County Airport System. The Director shall be appointed by the County Executive in accordance with the provisions of the Charter.

The Director of the Sacramento County Airport System shall have and exercise the following duties and responsibilities:
1. 
To be responsible for the planning, development, management, and operation of the County airport properties, facilities, and services;
2. 
To make recommendations for the establishment of airport operating rules and regulations, and to supervise the enforcement of such rules and regulations;
3. 
To conduct inspections of the airport equipment, grounds, and facilities, and to supervise and make recommendations as required for necessary repairs, maintenance, and improvements;
4. 
To conduct studies to determine the current and future facility and service needs of the County airports, and to make recommendations for the present and future capital improvement and service programs;
5. 
To review architectural and engineering plans of airport construction and maintenance work, and to make recommendations as required;
6. 
To conduct the necessary studies and make recommendations on lease policies and performance standards with respect to airport users and concessionaires;
7. 
To conduct negotiations with airlines, concessionaires, and other prospective users of airport facilities, and to make recommendations on award of contracts;
8. 
To explain, interpret, and supervise the enforcement of contracts, leases, agreements, permits and regulations;
9. 
To represent the County at such meetings which may be of interest to the airport and to coordinate County airport development and operating programs with proper State and Federal agencies, and to establish and maintain coordination and cooperation with other County departments and with the various airport users;
10. 
To conduct a public information program designed to promote the development and use of airport facilities and to promote safety in airport operations and services;
11. 
To supervise the maintenance of operational and other records as required, and to direct the preparation of necessary reports;
12. 
To be responsible for the preparation and justification of the annual budget for the Department in accordance with established County procedures;
13. 
To study and make recommendations concerning proposed legislation affecting airports and aviation activities;
14. 
To perform such other duties as may be prescribed.

Notwithstanding any provision in this code, any reference throughout this code which refers to the Department of Airports shall also mean the Sacramento County Airport System.
