There is hereby created and established a commission consisting of 13 members to be known as the Cemetery Advisory Commission.

Each member of the Board of Supervisors shall appoint one member of the commission. Each public cemetery district within the County of Sacramento shall appoint one member of the commission. The Board of Supervisors, by majority vote, shall appoint one member of the Commission from persons nominated by the Office of Veteran Affairs of the Department of Human Assistance who shall represent the interests of military veterans on the Commission. The Coroner shall serve as an ex officio member of the Commission. After their appointment, the members of the Commission shall appoint one public member to the Commission. Both the veterans' representative and the public representative shall be residents of the County of Sacramento. Members of the Commission shall serve at the pleasure of their appointing authority and may be removed during the member's term at the will of the appointing authority.

The term of office of each member of the commission, other than the Coroner, shall be four years, and until his or her successor is appointed. The initial four year term, regardless of the date of appointment, shall commence from the effective date of the ordinance codified in this chapter.

Within 30 days after the appointment of the commission, it shall meet and/organize by electing a chair and vice chair. The member elected as chair shall serve as such for not more than two consecutive years, and thereafter shall not be eligible for election as chairperson until one year has elapsed from their last term of office as chairperson.

The commission shall establish a regular day, time, and place for regular meetings which shall be open to the public.

In addition to serving on the Commission, the Coroner or the Coroner's designee shall be ex officio the secretary of the commission.

The commission shall have and exercise the following powers:
1. 
Advise the Sacramento County Board of Supervisors on citizen's concerns and issues related to cemeteries;
2. 
Provide recommendations to preserve, protect, and maintain cemeteries;
3. 
Make recommendations to the Board of Supervisors regarding mechanisms for funding the preservation, protection and maintenance of cemeteries and the appropriation of funds so raised; and
4. 
Encourage the preservation and designation of historical cemeteries.
For purposes of this section, a "historical cemetery" is any cemetery within the County of Sacramento established prior to 1931, the records of which demonstrate that there was at least one burial prior to 1900; provided, that such cemetery has been designated by resolution of the Board of Supervisors as a historic cemetery.

The commission shall have authority to appoint citizens' committees to assist in making recommendations to the commission concerning the matters set forth in Section 2.24.060.

The Coroner, in addition to the other duties set forth in this chapter shall attend meetings of the commission and shall make such reports to the commission, to the County Executive or to the Board of Supervisors, as shall be required. All recommendations of the commission to the Board of Supervisors shall be first submitted to the Coroner and the Coroner's approval or disapproval shall be a part of or accompany any such recommendations.
