There is hereby created and established a commission consisting
of five members to be known as the Veterans Advisory Commission.

Each member of the Board of Supervisors shall appoint one member
of the Commission.

At the time of appointment, members shall be residents of Sacramento
County, military veterans who served any length of time in the Army,
Navy, Air Force, Marines, Coast Guard, or National Guard (operating
under the War Department, Navy Department or Department of Defense)
and discharged or released under conditions other than dishonorable.

The term of office of each member of the Commission shall be
four years or until his or her successor is appointed. The initial
four-year term, regardless of the date of appointment, shall commence
from the effective date of the ordinance codified in this chapter.
Former members of the Commission who have termed out may be reappointed
to a vacant seat if two years have passed since the expiration of
their final term.

Within 30 days after the appointment of the Commission, it shall
meet and/organize by electing a chair and vice chair. The member elected
as chair shall serve as such for not more than two consecutive years,
and thereafter shall not be eligible for election as chairperson until
one year has elapsed from their last term of office as chairperson.

The Commission shall establish the time and place of its regular
meetings which shall be open to the public, and shall meet at least
six times a year, unless otherwise determined by a majority vote of
the Commission.

In addition to serving on the Commission, the Sacramento County
Veteran's Affairs Officer or their designee shall be ex officio the
secretary of the Commission.

The Commission shall have and exercise the power to advise the
Sacramento County Board of Supervisors on programs and policies that
address the unmet needs of veterans in Sacramento County.
