Pursuant to Section 856 of the Welfare and Institutions Code there is hereby established an elementary public school and a secondary public school in the Children's Receiving Home of Sacramento, a nonprofit corporation organized and existing under the laws of the state, and in effect, a part of or a branch of the juvenile hall of Sacramento County.
