The Board of Supervisors finds and declares that it is the policy of the County to encourage inmates in the County jail system to develop skills and work experience that will enhance their ability to find employment after their release from custody. The purpose of the County's jail industry program is to provide meaningful training and work experience under the supervision of the Sheriff to selected inmates who volunteer to participate in such program. It is a further purpose of the program to generate revenue for the County to help offset the cost of incarcerating the inmates participating in the program.

a. 
The Sheriff may establish a County jail industry program (1) to teach participating inmates appropriate vocational and related skills to assist them in finding and keeping gainful employment upon their release from custody, and (2) to assist in their own rehabilitation in order to become responsible law-abiding citizens.
b. 
Subject to the approval of the Board of Supervisors, the Sheriff is authorized to enter into contracts with public entities, nonprofit or for profit entities, organizations or businesses for the purpose of conducting programs which use inmate labor. The Sheriff shall select particular industry programs based on the following criteria:
1. 
The value of the training to inmates in terms of providing usable vocational and related skills; and
2. 
The demand for services and products.
c. 
The sheriff may require inmates participating in the program to take part in academic and "life skill" classes, in addition to vocational training.

Program staffing may include County staff, instructors from the Elk Grove Unified School District Adult Education program, qualified volunteers and such other persons deemed appropriate by the Sheriff.

The Sheriff may promulgate rules and regulations governing the operation and implementation of the County jail industry program.

a. 
There is hereby established a Correctional Industries Advisory Board consisting of ten members. The members of the Advisory Board shall be appointed by the Sheriff and shall be representative of the County's population as a whole including representatives from County government, the business community, organized labor, education, job training and employment, California Prison Industries and the Sheriff's Department.
b. 
The Advisory Board shall have the following responsibilities:
1. 
Review and make recommendations on all proposed industry trade areas;
2. 
This review should include feasibility as well as social and economic impact;
3. 
Review existing programs yearly to determine the advisability of continuance;
4. 
Make recommendations for new industrial programs; and
5. 
Perform such other functions as requested by the Sheriff.

There is hereby established in the County Treasury a County jail industry trust fund. All revenue and expenditures associated with the operation of the County jail industry program shall be accounted for in such trust fund. The County Auditor-Controller shall audit such fund on an annual basis with the cost of such audit to be charged to that fund.
