Except as hereinafter provided, it shall be unlawful for an operator of a poolhall to permit any person who is under the age of eighteen years to be present in a poolhall at a time when pool or billiards are being played; and unlawful for a person under the age of eighteen years to be present in a poolhall at a time when pool or billiards are being played.
A person who is under the age of eighteen years may be present in a poolhall at a time when pool or billiards are being played if:
a. The person is accompanied in the poolhall by his or her parent or legal guardian; or
b. A written consent signed by the parent or legal guardian authorizing such presence is filed with the operator of the poolhall.
