No person shall operate a poolhall without possessing a valid, unexpired and unrevoked Special Business License authorizing the poolhall issued pursuant to the provision of Chapter 4.10 and this Article.

As used in this Article, the term "poolhall" shall mean any place where one or more billiard, pool or combination tables are maintained, and where a charge is made for use of such tables by members of the general public.

Except as hereinafter provided, it shall be unlawful for an operator of a poolhall to permit any person who is under the age of eighteen years to be present in a poolhall at a time when pool or billiards are being played; and unlawful for a person under the age of eighteen years to be present in a poolhall at a time when pool or billiards are being played.
A person who is under the age of eighteen years may be present in a poolhall at a time when pool or billiards are being played if:
a. 
The person is accompanied in the poolhall by his or her parent or legal guardian; or
b. 
A written consent signed by the parent or legal guardian authorizing such presence is filed with the operator of the poolhall.
